POSITION: Eligibility and Recruitment Specialist GENERAL DESCRIPTION: Under the supervision of the ERSEA Specialist - Supervisory, the Eligibility and Recruitment Specialist is responsible for performing clerical, organizational, and programmatic duties related to the child enrollment process. This position coordinates recruitment and enrollment activities to ensure full program compliance with all applicable State and Head Start regulations.

Requirements

  • High school Diploma or GED required.
  • Bilingual/Spanish required (based on program needs)
  • Two years’ experience in an office or clerical setting or equivalent combination of education and experience.
  • Excellent organizational, oral and written communication skills.
  • Ability to attend required meetings, training and workshops as requested or required.
  • Available to work weekends, and some evenings on a rotating schedule required based on the needs of the program.
  • Ability to pass a physical examination and tuberculin skin test.
  • Fingerprint clearance required.
  • Possess a valid California driver’s license in good standing, valid auto insurance, reliable transportation and ability to drive to different locations within ECS’s service area (mostly South Bay San Diego County)

Responsibilities

  • Conduct enrollment interviews/recertification appointments; process eligibility status changes; maintain documentation and verification requirements.
  • Collaborate with center staff and coordinate their enrollment and recruitment activities.
  • Determine program eligibility in accordance with State, Head Start, and Early Head Start programs guidelines.
  • Request updated documentation for continual compliance, and process changes within timelines via correspondence, computer updates, personal inquiries and verifications.
  • Maintain an enrollment database, and child and family waiting list with accuracy.
  • Initiate prompt and professional responses to clients, co-workers, and other individuals while delivering timely services; continually prioritize workload to ensure deadlines are met.
  • Coordinates recruitment and enrollment activities through resources fairs, community collaborations, and continuing relationships with current and former program parents.
  • Assist in the preparation of handouts, flyers, newsletters and other recruitment materials. Organize and disseminate such material.
  • Prepare reports, memos, letters, and other documents, using Office 365 applications, web-based database, Canva, or presentation software.
  • Attend meetings to record minutes or other documentation detail as needed.
  • Perform general office duties, including answering phones, ordering supplies, maintaining records management database systems, copying, scanning, and filing.
  • Translate into Spanish reports, procedures and other forms as requested that are related to the program.
  • File and retrieve Agency/Program documents, records, and reports.
