About The Position

The Federal Reserve Bank of Richmond has an immediate opening located in Baltimore, MD office for an Intermediate/Senior Electrical Plant Operator, reporting to Facility Critical Operations Manager.

Requirements

  • 3 to 5+ years (Intermediate Level) of relevant work experience
  • 5 to 8+ years (Senior Level) of relevant work experience
  • State recognized electrical apprenticeship program and journeyman electrician license is a plus
  • Associates degree in relevant subject preferred
  • Progressive knowledge of construction and operation of electrical and emergency power systems.
  • Proficient troubleshooting, analytical, and decision-making skills supporting effective evaluation and response to emergency situations.
  • Proficient skill with the use of specialized electrical testing and monitoring equipment, instrumentation equipment, and tools of trade.
  • Proficient communication skills to convey highly complex information to peers and stakeholders.
  • Progressive working knowledge of blueprints, wiring diagrams, and the National Electrical Code.
  • Proficient computer skills including Microsoft Outlook, Word, Excel, and PowerPoint.
  • Working knowledge of central electrical plant operations.
  • Comprehensive knowledge of construction and operation of electrical and emergency power systems.

  • Excellent skill with the use of specialized electrical testing and monitoring equipment, instrumentation equipment, and tools of trade.

  • Comprehensive knowledge of blueprints, wiring diagrams, and the National Electrical Code.
  • Proficient computer skills including Microsoft Outlook, Word, Excel, and PowerPoint along with various other online applications needed for the role.
  • Comprehensive knowledge of central electrical plant operations, its equipment and how to perform required monthly testing to ensure proper functionality as a Team leader and Subject Matter expert.
  • Must be able to pass physical examination by Bank-designated licensed personnel.
  • Sustained visual concentration, alertness, and dexterity.
  • Employees must wear an appropriate uniform during working hours.
  • Position requires work indoors and outdoors in extreme climate conditions, exposure to fumes, noise, odors, dust, oils, grease and flammable liquids.
  • Potentially requires work on ladders, scaffolds, Lifts, heights, and confined spaces.
  • Able to operate Forklift and other material handling equipment.
  • Frequently standing, walking, and reaching with prolonged kneeling, bending, and stooping.
  • Frequent minor lifting/carrying up to ten pounds, occasional major lifting up to fifty pounds.
  • Subject of extended hours and occasional call-back without notice and/or schedule flexibility including occasional holidays or weekends.
  • Considered a critical essential position required to respond to building emergencies and weather events.
  • Progressive understanding of Safety and PPE requirements associated with performance of electrical work to include identification and use of specialized tools and equipment to eliminate electrical hazards.
  • Working understanding ARC Flash hazards, how to identify them and use PPE appropriately.
  • Understanding of how and when it’s appropriate to use remote Racking/Opening/Closing breaker apparatus.
  • Will be required to work in a rotating on-call schedule.
  • Frequent overtime is required.
  • Comprehensive understanding of Safety and PPE requirements associated with performance of electrical work to include identification and use of specialized tools and equipment to eliminate electrical hazards.
  • Comprehensive understanding of ARC Flash hazards, how to identify them and use PPE appropriately.
  • Ability to incorporate strategic considerations while evaluating situations relative to multiple priorities and influencing factors, demonstrating sound solutions.
  • Proficient in understanding and use of a remote Racking/Opening/Closing breaker apparatus.

Responsibilities

  • Performs work on and installs a variety of electrical systems such as emergency power generators, transformers, switchboards, controllers, breakers, HVAC and circuits to support facility maintenance, renovations, and construction.
  • Performs preventive and corrective electrical maintenance and repairs to facility generation and transmission equipment, ensures readiness by performing monthly checks and functional testing on facility emergency and Critical power generation and distribution systems.
  • Provides installation of all upgrades to the facility electrical, electronic and security systems, and capital projects, updates internal communication systems such as telephone, fiber optic and category 6 LANs to support the latest technologies.
  • Performs and/or manages oversight of 3rd party vendor on electrical layout, prefabrication and installation of a variety of electrical systems such as emergency power generators, transformers, switchboards, controllers, breakers, HVAC and circuits to support facility maintenance, renovations, and construction.
  • Performs and/or manages oversight of 3rd party vendors on design modifications to fire alarm, security, CCTV and access control systems adhering LEU, Cash, and FRIT specifications, performs readiness inspections and maintenance on Bank’s critical life safety systems.
  • May lead teams and manage projects.
  • Oversee activities of outside electrical contractors to ensure code compliance.
  • Manages work procedures to meet construction and maintenance schedules, recommends measures to improve methods, performance, and quality.
  • Compiles as-built plans, equipment manuals, and test reports for delivery to Facilities Manager.
  • Complies strictly with local fire protection codes, state building codes, national electrical code and national life safety code.
  • Guiding and overseeing lower classified electricians.
  • Develop and integrate PM measures learned through association with new equipment and utilize CMMS program to advance and monitor this effort.
  • Optimizing maintenance schedules.
  • Maintain proper inventory levels and utilize CMMS to track.
