Serve as a working foreman responsible for providing field supervision over crew or crews in the safe installation, maintenance, and repair of underground and overhead electric distribution, service lines, transformers, troubleshooting and related equipment. The position is also responsible for performing related duties as required. Incumbents in this classification are required to be on-call on a rotating basis. Essential duties and responsibilities may include, but are not limited to, the following: Employee and public safety is the primary responsibility of this role. Plans, organizes, and leads crews in the completion of assigned work orders and projects. Reviews and analyzes jobs with the supervisor to determine the safest and most efficient method to be used in completing jobs/assignments. Communicates with customers to explain the purpose of activities that impact service. Directs and performs daily line construction and maintenance activities for installing, repairing, replacing, and removing both overhead and underground installations from aerial bucket, climbing poles and working from the ground on energized lines. Installs and assembles transformer, switches, pad-mounted facilities, street lighting, capacitors, circuit protection equipment; installs and repairs meter equipment; performs service installs/removals/transfers. Reads and interprets construction plans and schematics (related to the installation of electric power distribution lines). Ensures each job meets required quality and construction standards and design. Completes and maintains paperwork, as-builts and all job information. On completion of the job turns in all completed paperwork/documentation on a timely basis. Updating all software applications as needed. Participates as a mentor for employees in the Apprentice Lineman training program. Is also responsible for the overall development of the employees on the crew. Directs and operates heavy machinery involved with digging, setting and tamping poles in energized lines, pulling overhead and underground conductors in energized environments, digging and backfilling trenches or other excavations and hurt man rescue by operating platform controls of aerial bucket and by pole. Climbs poles and operates equipment for various tasks in both energized and de-energized situations. Conducts and documents detailed tailboard meetings with crew as needed to ensure awareness of conditions, hazards, and specifics to work to be performed with a primary focus on safety. Ensures that daily, monthly safety inspections are conducted and documented. Promotes and maintains harmony among assigned crew personnel, customers and the general public. Performs other duties as assigned.

Requirements

  • Graduate of a documented apprentice lineman training program approved by industry and verified by cities training program administrator.
  • Ten (10) years in utility distribution systems, five (5) of the ten (10) years as a journeyman lineman OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
  • Has completed or will complete OSHA 10 training.
  • Knowledge of electrical systems and safety procedures.
  • Electric theory and practices
  • Safety rules of the trade, including the American Power Association (APPA) Safety Handbook
  • Ability to operate heavy equipment safely; ability to follow electrical safety procedures; ability to lead and direct staff; ability to maintain Texas driver’s license applicable to job responsibilities and good driving record.
  • Reads electrical hazard warnings and procedure manuals.
  • The use of the tools and equipment commonly used in the lineman trade
  • Solves technical, safety, and construction problems related to work.
  • Supervise and assist in evaluating the work of subordinate personnel.
  • Use the safety procedures and equipment associated with working on high-voltage electric lines and equipment.
  • Be proficient in pole top, bucket and vault rescue.
  • Establish and maintain effective working relationships with management, coworkers, other City employees, and the general public.
  • Valid Class "A" Texas driver’s license.
