About The Position

Provides technical, administrative, and operational leadership to deliver Air Component Battle Network (ACBN) Plans, Process, and Policy Support. Plans, Process and Policy Specialists analyze IT/Communication strategic level guidance, such as program action directives, program guidance letters, programming plans, wing plans, or reference architectures to develop planning documents, transition strategies, and policies to meet and implement ACBN, Mission Partner Environment (MPE), DoD- Chief Information Officer (CIO), and SAF-CIO program objectives program objectives. Plans, Plans, Process and Policy specialist Exhibit extensive communication background and experience by supporting the staff in developing a future roadmap or architecture and associated Concept of Operations (CONOPS). Analyzes communications/IT requirements to determine validity, completeness, accuracy, or feasibility for implementation. Resolves discrepancies with appropriate agencies to meet objectives. Documents unresolved discrepancies and post discrepancy details. Researches and documents proposed infrastructure and system topologies including architecture, system connectivity, and interoperability. Recommends standards, procedures, and enhancements for implementation and maintenance of new technologies. Reviews and coordinates on the technical content of design proposals for the construction or renovation of facilities, technical quality of equipment to be installed, installation of equipment, and maintenance of equipment. Provides expert advice on equipment specifications, capabilities, and operational procedures, providing guidance for selection and acquisition of Command, Control, Communications, Computer, Collaboration and Intelligence (C5I) equipment and infrastructure. Designs proposals, drafts segments of planning, transition, and policy documents using applicable directives and industry best practices, such as IT Service Management (ITSM) processes within the ITIL framework, following DoD and Air Force policy and guidance.

Requirements

  • Minimum Clearance: Secret
  • TESA eligibility/certification required.
  • This position requires a minimum of eight years IT experience.
  • Experience includes increasing responsibilities in communication/information systems design and management.
  • Skills: Information Systems, Information Technology Security
  • US Citizenship Required: Yes
  • Bachelor’s degree from an accredited college or university which provides substantial knowledge of the information sciences or with a curriculum or major field of study which provides substantial knowledge useful in managing the work specified by the task order(s). Such degrees might be, but should not be limited to, the disciplines of computer science, information systems, physical science, engineering, a mathematics intensive discipline or business.
  • Education and experience requirements may be substituted with: A Master’s Degree (in subjects described above) and seven years general experience of which at least two years must be specialized experience, OR No degree and twelve years general experience of which at least ten years is specialized.

Nice To Haves

  • Additional experience strongly desired in the following areas: Data Center Architecture Cloud-Based Computing and Services Technical writing System Developmental Lifecycle (SDLC) Development of SDLC life cycle management plans Military communication planning (Ref: Air Force MPTO00-33A-1001, Chapters 19 and 20)
  • Demonstrated leadership experience as a U.S. Air Force Officer at the 0-5 (Lt Col) rank or above, with responsibility for leading programs or mission critical teams.
  • Project Manager Professional (PMP) Certification
  • ITIL 4 Foundations
  • Strong communications and leadership skills, experience in project planning and execution, and knowledge of project management methodologies
