Serves as an Equal Employment Opportunity (EEO) and Employee Relations (ER) Specialist providing expertise and guidance regarding VDH EEO programs and Employee Relations policies and procedures to agency managers, supervisors, and employees. EEO programs include, but are not limited to mediation and dispute resolution programs and intake and resourcing of employee concerns. Conducts intake and investigations for ER issues and conducts pre-complaint counseling for EEO matters. The incumbent investigates and prepared position statements to respond to the EEOC for agency claims. The incumbent provides leadership and expert guidance to Shared Business Service Units, agency managers, employees and HR Professionals regarding applicable policy and regulations, quality assurance, best practices, employee assistance and constructive intervention, mediation, and EEO/EEOC complaints and responses. The employee is responsible for EEO and ER analysis and reporting. Provides expert guidance on Americans with Disabilities Act, Civility policy and all federal and state anti-discrimination laws. Identifies areas for improvement and makes recommendations for process improvement. May serve as a point of contact for legislative tracking and analysis and the Employee Assistance Program (EAP). This position may be required to travel throughout the state, with some overnight requirements. This role offers the opportunity to work at a high-impact level where your expertise directly protects both employees and the agency. At VDH, EEO/ER Specialists are not administrative support; they are trusted advisors who shape how the organization handles risk, fairness, and accountability. You will be positioned to influence policy and practice at a statewide level; lead complex investigations and ADA compliance efforts; provide strategic guidance to senior leadership and managers; develop and deliver training that changes behavior, not just awareness; help build systems that are defensible, consistent, and fair. VDH offers meaningful work with real authority. Your decisions matter. Your analysis matters. This role is ideal for professionals who want to move beyond transactional HR and operate in a space where law, ethics, and leadership intersect. If you want a position where your expertise is respected, your work has impact, and your voice shapes organizational culture and compliance, this is the place to be.
