About The Position

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities. The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors. The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state. This is a federally funded time limited (FFTL) position. This means the position is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the positions. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification but is not required to take an examination or be graded through the testing and evaluation process. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. Applicants and employees in this classification may be required to submit to a drug screening test and background check. Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Four years of experience in school administration, statistical analysis, accounting, auditing, planning, or a related field.
  • A master's degree in school administration, planning, public administration, business administration, accounting, economics, statistics, or a related field will substitute for one year of the required experience.
  • Experience in the field of school finance will substitute for the required education on a year-for-year basis.

Responsibilities

  • Provide financial consultative services and analysts of accounting operations of local school districts.
  • Serves as liaison between Kentucky Department of Education (KDE) and Local Educational Agencies (LEA's) regarding district and student financial data.
  • Understand Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), federal and state statutes, regulations, and guidelines in order to ensure proper financial audits, analysis and reviews, and proper financial and payroll reporting have occurred in districts.
  • Conduct audits and compliance reviews in local school districts throughout Kentucky.
  • Review or prepare audit reports by deadline.
  • Develop, recommend, and implement procedures, processes, guidelines and criteria for evaluation of programs.
  • Understand and provide written requests for corrective action plans.
  • Communicate with all entities and their auditors regarding the financial reporting requirements and corrective actions.
  • Assist districts with audit reconciliation and corrective action plans.
  • Provide and prepare training materials and audit information guides to assist local education agencies (LEAS}, auditors, KDE personnel and other entities with accounting/audit review processes.
  • Assist In the training of local districts, auditors and KDE personnel on matters relating to the financial operations of the district and school law.
  • Conduct training throughout Kentucky.
  • Provide assistance to any public, government agency, KDE staff and LEAs via phone, on site visits or by e-mail.
  • Provide technical assistance to LEAs in managing and analyzing the Municipal Information Systems (MUNIS) and student information data in order to ensure the integrity of financial, personnel and student data submitted by KDE.
  • Obtain an in-depth knowledge of LEA's business practices and financial positions.
  • Performs other duties as assigned.
