About The Position

We are seeking a Education Program Specialist 2 to join our Office of Education, Innovation, and Improvement (OEII) at the Oregon Department of Education. This is a permanent positionrepresented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. What you will do! Provide guidance and technical assistance to districts for implementation of the High School Success program and execution of the System Supports, Coaching, Professional Learning, and Technical Assistance to school districts, regional coordinators, and partners in addressing graduation rates, chronic absenteeism and advancing the principles and program known as “High School Success (Measure 98)”. The position will work with a team that will deploy significant contract dollars and coordinate cross-agency and cross-office supports to meet program expectations.

Requirements

  • Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
  • A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
  • An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

  • Communication & Facilitation: Strong public speaking, professional writing, facilitation, and policy communication skills across varied audiences.
  • Collaboration & Relationship Building: Ability to establish and maintain effective partnerships with districts, educators, workgroups, and community stakeholders.
  • Policy Development & Strategic Problem Solving: Experience developing policy, participating in workgroups, strategic planning, and resolving complex program or implementation challenges.
  • Equity, Leadership & Initiative Management: Commitment to diversity and equity in education programs, ability to manage competing priorities, lead initiatives, and work independently in dynamic environments.

Responsibilities

  • Program Coordination & Technical Assistance: Approving High School Success plans and sub-grant applications; Providing guidance, monitoring, and compliance support; Developing policy guidance and facilitate professional learning.
  • Communication & Outreach: Managing the High School Success communication plan; Maintaining public resources, including the program website; Drafting reports, presentations, and policy updates.
  • Relationship Building & Collaboration: Serving as a liaison between ODE, school districts, and partners; Supporting policy implementation with regional capacity builders.
  • Seasonal travel is required while schools are in session to conduct onsite visits, with higher frequency in the fall and spring. Overnight travel may be necessary depending on the location of the school and the employee’s assigned region.
