To accomplish our mission, we need talented, passionate people working together to build an excellent education system that empowers all students to achieve their full potential.  The Iowa Department of Education is looking to find a highly qualified leader to serve as an Education Program Consultant for the Bureau of School Improvement in the Division of PK-12 Learning. This person will provide key leadership and oversight of the statewide Multi-Tiered System of Supports (MTSS) data system.

  • Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • 1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
  • a. Professional training, teaching, or counseling experience in an educational setting;
  • b. Professional administrative experience in an educational setting;
  • c. Professional finance, accounting, or auditing experience, including the preparation or analysis of financial statements;
  • d. Professional experience in a major technical program area housed within the Iowa Department of Education;
  • e. Professional data integration, data analysis, and statistical analysis experience;
  • f. Professional communications experience, including public relations, marketing, or journalism;
  • g. Professional school safety and emergency preparedness experience.
  • 2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
  • 3) Graduation from an accredited college or university with a Master's degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
  • 4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.

Responsibilities

  • Coordinate with the Bureau Chief of School Improvement to develop and implement plans for the statewide monitoring of data systems.
  • Manage integration of multiple data systems, including developing and providing technical assistance to educators on the design and use of data and reports generated by the statewide Multi-Tiered System of Supports (MTSS) data system to inform decisions about assessment, instruction, allocation of resources, and educator support.
  • Provide daily support to field users through prioritizing and responding to help MTSS data system help requests.
  • Consult with vendors to identify and resolve data integration issues affecting students, data and rostering across systems.
  • Contribute to the implementation of an evidence-based school improvement model. MTSS models include the evidence-based use of assessment data, instructional decisions, data-based decision-making for Pre-Kindergarten through secondary education.
  • Support internal Department staff on use of data systems.
  • Build Department knowledge and use of data systems.
  • Maintain working knowledge of Section 504 of the Rehabilitation Act, Title II of the Americans with Disabilities Act, 1979 MOA Guidelines, and all other applicable laws and standards. On an annual basis, schedule and conduct thorough on-site physical accessibility reviews of selected districts and community colleges, determine whether there are violations, determine corrective actions, report findings, and provide technical assistance and support to districts and community colleges on a continuous basis, as needed.
  • Participates as a member of the Division of PK-12 Learning's data team to provide content expertise.
  • Other duties as assigned.
