The African Department’s Central II Division has an opening for an Economist/Senior Economist on the desk for Republic of Congo—an exciting fragile state and oil producer with complex policy challenges, including debt sustainability, commodity price volatility, governance, and climate change issues. A 3-year ECF arrangement was completed in March 2026. While progress has been achieved, vulnerabilities remain, notably a high level of public debt, persistent liquidity tensions, and weak public financial management systems. As the authorities have expressed interest in a successor ECF program, this position offers a great opportunity to contribute to program design and negotiations. The authorities are also interested in an RSF as the country is looking to diversify away from oil, bolster resilience to climate shocks while preserving the resources in the Congo Basin, the world’s second largest rainforest and a major carbon sink. This assignment will count toward the required 2-year requirement to apply for A15 opportunities under the new Fungible Macroeconomist Career Framework. Divisional responsibilities include contributing to the division’s analytical agenda as well as departmental work. The division promotes an active research policy agenda, fully integrated with its surveillance and program work.
