About The Position

ECONOMICS SPECIALIST ICF is looking for an Economics Specialist to join our Regulatory, Policy and Economics business portfolio where we primarily support public-sector clients with research, analysis, technical assistance, and implementation to help them address complex policy, management, and regulatory challenges. We provide innovative, accurate, timely, and high-quality analyses and support services. We estimate the safety, environmental, and social impacts of regulations, policies, and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Nuclear Regulatory Commission, Department of Transportation, Department of Homeland Security, Department of Labor, Department of Interior, and Environmental Protection Agency. This full-time position will be located in Reston, VA or Waltham, MA (with flexibility for hybrid telework two days a week) and is available immediately.

Requirements

  • Bachelor’s degree in Economics, Public Policy, or a related discipline PLUS Minimum 1 year of directly relevant work experience OR Minimum Master’s degree in Economics, Public Policy, or a related discipline
  • Strong analytical skills and a demonstrated ability to work independently and to apply a variety of technical skills and innovative thinking to solve problems
  • As this is a client-facing role, excellent written and oral communications skills are essential
  • Proficiency in MS Office applications, particularly Excel

Nice To Haves

  • Experience developing data analysis and modeling approaches and scripting software (e.g., R, Stata, Python)
  • Demonstrated ability to prioritize and work on multiple projects concurrently under strict deadlines in a fast-paced environment
  • Demonstrated skills (through employment or academic coursework) in the following areas: working with economic, environmental, and/or survey data; policy and regulatory analysis methods; federal rulemaking process; federal environmental, labor, and transportation safety regulations
  • Prior consulting experience is highly desirable

Responsibilities

  • Analyzing and synthesizing information from rulemaking documents, literature, or other technical reports to support program design or implementation.
  • Performing cost-benefit, statistical/econometrics, or other quantitative analyses to assess industry response to changing regulatory requirements.
  • Developing analytical methods, databases, and models (e.g., in R, Excel) to quantify the costs, benefits, or other regulatory impacts.
  • Drafting and editing rulemaking support documents.
  • Providing other general program support.
