As the Economic Incentives Manager, you will use data, analysis, and collaboration to help guide economic development initiatives across Tulsa. This role blends economic development strategy, GIS-based data analysis, and stakeholder coordination to support business growth, community revitalization, and long-term economic resilience.

Requirements

  • A Bachelor's or Master's degree in urban planning, economics, public administration, or a related field
  • At least five (5) years of experience in economic development, urban planning, public administration, or a related field
  • Strong GIS experience, including ArcGIS or QGIS, and the ability to analyze spatial and economic data
  • Knowledge of land use planning, development processes, and municipal government operations
  • Experience interpreting complex data and turning it into actionable insights
  • Strong organizational and project management skills
  • Excellent written and verbal communication skills with the ability to present to diverse audiences
  • Ability to build collaborative relationships with community partners, businesses, and public officials

Responsibilities

  • Research & Analysis: Gather and analyze economic, demographic, and labor market data to support development strategies and evaluate project feasibility.
  • GIS & Data Modeling: Use GIS tools (ArcGIS, QGIS) to analyze spatial data-including infrastructure, demographics, and market trends-and create maps, forecasts, and models that guide investment decisions.
  • Data Implementation: Support teams across the organization with data-driven insights, including site analysis for new and expanding businesses, development feasibility assessments, and strategic planning initiatives.
  • Project Coordination: Lead or assist with development projects, infrastructure initiatives, and redevelopment efforts that support economic growth.
  • Stakeholder Engagement: Build strong relationships with developers, businesses, community members, and local government partners-including the City of Tulsa and Mayor's Office-to support economic development projects.
  • Strategic Planning: Contribute to long-term economic development strategies, including workforce development, business attraction, and small business growth.
  • Grant Development: Identify, write, and manage grant opportunities that support economic development initiatives.
  • Communication & Reporting: Prepare reports, presentations, and materials for internal leadership, City Council, committees, and board members.
  • Public Engagement: Support outreach, marketing, and community engagement efforts related to economic development programs.
