About The Position

IRCO Eastern Oregon’s programming potentially supported by this position currently consists of housing navigation and support services, Individual Development Account (IDA) savings programs, tax assistance, health related services, and other community assistance grants. New services might become available at any time and be included under an Eastern Oregon Program Coordinator’s 1 set of program responsibilities. The EO Program Coordinator 1will work closely with EO Site Manager to support a small team of Resource Navigators who provide high quality housing navigation, barrier removal and resource referral services to Oregon residents currently experiencing homelessness and housing instability through the HRSN and OHCS programs. The Program Coordinator will ensure compliance with IRS VITA Quality Site Requirements (QSR) as a Tax Site Coordinator. As needed, Program Coordinator 1 will support other programs and will provide support as needed to the Site Manager to ensure the site is effective in-service delivery. This position consists of a mix of direct service responsibilities (e.g. directly serving clients in one or more programs) and oversight and support responsibilities (supporting other Resource Navigators in their roles).

Requirements

  • Any combination of education and experience that demonstrates the ability to perform the duties of the position is qualifying. This includes:
  • Education: Bachelor’s Degree in relevant field or equivalent experience.
  • Experience Required: 1-2 years of experience in case management, community outreach services, advocacy, social support, and assistance in housing navigation systems for groups and families; AND experience working with the community being served
  • Is part of and/or has experience working with immigrant and refugee communities; brings some understanding of the cultural values and beliefs of those communities.
  • Possession of a valid driver’s license, proof of current auto insurance, and reliable access to an insured vehicle are required.
  • Must be able to operate a personal or agency-approved vehicle during work hours to travel within the service areas to meet with clients, attend community appointments, and fulfill program related duties.
  • Must be able to maintain strict confidentiality and follow HIPAA policies and procedures.
  • Ability to lead people through complicated processes and systems with tact and understanding.
  • Ability to use multiple computer systems and databases proficiently.
  • Experience communicating with individuals from a wide range of racial, ethnic, cultural, and socioeconomic backgrounds.
  • Demonstrated ability to work effectively independently and as part of a team.
  • This is an in-person position for the Ontario office.
  • Proficient in Microsoft Office including Excel, Outlook, and Word.

Responsibilities

  • Work closely with the EO Site Manager to support Center Managed Funds Programs team.
  • Support compliance with applicable awards.
  • Ensure compliance with 10 Quality Site Requirements in Tax Clinics.
  • Complete necessary testing and training to serve as a Tax Clinic Site Coordinator.
  • Serve as credit card holder for IRCO Eastern Oregon Office, as needed.
  • Provide high quality housing navigation, barrier removal and resource referral services for participants currently experiencing homelessness and housing instability.
  • Support housing seekers with housing search and application support, understanding tenant rights and responsibilities, communicating effectively with property owners/managers, and with provision of payments of rent/deposits/fees as funds allow.
  • Assist with program-level client data entry and financial tracking for housing and other programs.
  • Ensure site compliance with HIPAA and other confidentiality requirements.
  • Support site safety plan.
  • Connect clients with Individual Development Accounts (IDAs); savings accounts matched under an IRCO program allowing clients access to a community-aware approach to wealth building opportunities and training, as needed.
  • As needed, support clients in getting connected with Tax Assisters.
  • Conduct outreach, eligibility screening, intakes, and case management for multiple programs.
  • Represent IRCO externally at conferences, partner meetings, and community events, as requested.
  • Provide other resource navigation/case management services as needed.
  • Complete intakes and maintain case files, required paperwork and reports on a timely and regular basis.
  • Provide linkage to other needed programs, providers, and services.
  • Assist with temporary housing assistance until permanent housing can be secured.
  • Assist at all levels of move-in to permanent housing, document readiness, and housing authority. applications and other paperwork, coordination of move-in and orient new tenants to their unit/building.
  • Assist with independent living skills, including clinical, social, personal hygiene, budgeting and money management, legal issues and transportation as needed.
  • Provide housing location services and educate participants on tenant rights and responsibilities.
  • Provide eviction prevention counseling; work with property management to help participants resolve issues that threaten their housing stability including tenant rights and responsibilities.
  • Track activities and outcomes as required by supervisor.
  • Perform data entry of the clients or community members by following HIPAA policy and keeping data confidential.
  • Prepare monthly reports with complete and consistent information to assist the supervisor to be able to submit the data in a timely manner and share the required data and information if needed.
  • Complete other duties assigned by supervisors.
