About The Position

Join Home of Guiding Hands in improving the lives of children with developmental disabilities and their families. The Early Childhood Services Supervisor provides operational leadership for Early Childhood Education (ECE) and Early Start Therapies (EST) programs, ensuring high-quality service delivery while supporting program accessibility, workforce development, and sustainable growth. This role is accountable for day-to-day program execution, staff supervision, service utilization, and operational effectiveness. The Supervisor maintains program readiness to accept new referrals, supports proactive hiring practices, and utilizes data and technology to continuously improve program performance. Working collaboratively with leadership and program staff, the Supervisor helps expand access to services across San Diego and Imperial Counties while fostering a culture that balances empathy, accountability, and continuous improvement. The Supervisor exercises independent judgment in managing daily operations, staffing decisions, and workflow adjustments within established program guidelines. This role is ideal for a leader who enjoys improving systems, developing teams, and driving measurable program outcomes.

Requirements

  • Bachelor’s Degree in Human Services, Child Development, Early Childhood Education, Special Education, or related field consistent with Infant Development Program supervisory qualifications under Title 17.
  • Minimum three (3) years’ experience in early intervention, developmental disability services, or a related human services setting, including experience in service delivery, coordination, or program operations.
  • Demonstrated ability to supervise staff, provide coaching and performance feedback, and contribute to workforce planning.
  • Knowledge of Early Start and California Regional Center systems strongly preferred.
  • Ability to interpret operational data and use metrics to guide decision-making and performance improvement.
  • Strong organizational, analytical, and operational problem-solving skills with the ability to balance empathy and accountability in staff leadership.
  • Excellent interpersonal and communication skills.
  • Proficiency in Microsoft Office and electronic health record or program management systems.
  • Must comply with all mandated reporter requirements, including the immediate reporting of suspected abuse, neglect, or exploitation in accordance with applicable federal and California state laws and Home of Guiding Hands policies.
  • Must be 18 years of age or older at the time of hire.
  • Must receive criminal record clearance from DOJ.
  • Must have valid California Driver’s license, safe driving record, and have been licensed to drive at least 2 years.
  • Must maintain current and adequate auto insurance.

Responsibilities

  • Oversee daily operations of Early Childhood Education and Early Start Therapy services to ensure timely, efficient, and high-quality service delivery.
  • Monitor staffing, caseloads, and scheduling to maintain continuity of care and program readiness for new referrals.
  • Identify operational challenges and implement solutions aligned with departmental goals and established guidelines.
  • Monitor and drive operational performance aligned with divisional targets for utilization, timeliness of service initiation, and documentation compliance.
  • Hire, supervise, coach, and evaluate program staff, fostering a culture of accountability, collaboration, and support.
  • Provide ongoing supervision, onboarding support, and professional development to promote staff effectiveness and retention.
  • Oversee referral, intake, and service coordination processes to ensure timely program entry and appropriate staff matching.
  • Collaborate with coordinators and administrative staff to maintain efficient service flow and prevent delays.
  • Use program data and reporting tools to monitor utilization, service delivery, and operational performance.
  • Ensure services and documentation align with IFSP requirements, regulatory standards, and organizational expectations.
  • Track and respond to operational metrics such as caseload distribution, service timeliness, and documentation completion to support divisional performance goals.
  • Ensure staff adherence to documentation standards and timelines to support billing accuracy and regulatory compliance.
  • Participate in audits and support continuous quality improvement efforts.
  • Ensure accurate billing, payroll, and documentation processes impacting program compliance and revenue capture.
  • Implement and support program initiatives in collaboration with leadership.
  • Escalate systemic barriers and resource needs to the Early Intervention and Specialty Services Manager while maintaining responsibility for day-to-day operational resolution.
  • Contribute to a culture of continuous improvement, innovation, and accountability.
