The world needs sound institutions and stable and responsive governance systems that can navigate and address the complex current challenges. Moreover, accountable and transparent governance promotes responsible resource management that invests and contributes to the creation of a sustainable and livable planet for current and future generations. The Public Administration Global (WKPGP) Unit in the World Bank’s Governance Global Department comprises five global programs focused on thematic areas that are key to advancing effective, accountable, transparent, and inclusive institutions. These global programs are: Improving Public Administration Performance, Justice and Rule of Law, GovTech and Public Sector Innovation, Anticorruption for Development, and Coalitions for Reforms. Each program supports activities in knowledge and innovation, data and analytics, operational work, as well as convening and partnership. Financial support for these programs comes from the World Bank and the Governance and Institutions Umbrella Program (G&I) Multi-Donor Trust Fund. Anticorruption for Development Global Program (AC4D) The AC4D program is structured along four pillars as follows: • Technology and Data. The program supports countries with rolling out digital technologies, such as eProcurement, online citizen interfaces, AI and GovTech solutions and online services. These technologies help in their anticorruption efforts, reducing institutional vulnerabilities, and enhancing detection capabilities. Additionally, the program works on utilizing data for new research on corruption measurement, including measurement of corruption costs and diagnostics. • Procurement and Contract Management. Given the extremely high value and risks associated with public spending through procurement, the program supports countries to develop and adopt updated procurement policies and guidelines to improve practices for enhanced transparency and accountability, with due attention to efficiency. The program develops capacity within the Bank and client countries to detect red flags in procurement and contract execution. • Beneficial Ownership Transparency and Illicit Financial Flows (IFF). The program supports countries in establishing beneficial ownership registries and enhancing their transparency to comply with international regulations and combat Illicit Financial Flows. These measures reduce opportunities to conceal the proceeds of corruption and tax evasion, help monitor illicit funds, and stem illicit financial flows and cross-border transfer of corrupt and stolen assets. • Accountability Institutions and the Rule of Law. The program supports countries to roll out or upgrade their systems of public accountability mechanisms such as income and asset declarations for public officials, whistleblower protection, civil service institutions, and conflict of interest management systems, as well as foster accountability at the intersection of regulation and the private sector. In the same way, the program works with various institutions including law enforcement and prosecutors, supports countries to build independent and high-capacity Supreme Audit Institutions and implement justice and rule of law reforms to help reinforce deterrents, while bringing other benefits in terms of economic and human well-being. Within these four pillars, the AC4D program i) builds partnerships and international coalitions for change, ii) produce insights and knowledge products, iii) generates data and develops innovative technological solutions and iv) provides operational support in countries. In so doing, the program is working across the World Bank Group to leverage the impact of Bank operations in fighting corruption and exploit the synergies across the Bank's functions. The Extended term Consultant will support the AC4D program across the four substantial pillars and working modalities.
