About The Position

Plans, organizes, and directs the activities of wastewater collection teams for two or more crews, which includes Construction, First Response, and Preventive Maintenance Groups. Coordinates activities with other divisions or departments; and provides highly responsible field support as needed. This is a highly experienced skilled position who routinely works with the most challenging assignments; provides guidance and expertise regarding operation and maintenance of collection systems and work that guides the responsibilities of others.

Requirements

  • Knowledge of the operating processes and practices involved in the management, operation and maintenance of large wastewater collection, and conveyance systems.
  • Knowledge of the materials, methods, practices, and equipment involved in the maintenance, construction, and repair of sanitary sewer systems.
  • Skill in operating computers and computer applications for collection system monitoring of flows, maintenance, database, and related records keeping systems.
  • Ability to interpret and apply rules, regulations, and policies and to make decisions in accordance with established precedent as it pertains to collective management system.
  • Ability to analyze administrative and operational problems and situations and to present appropriate facts and recommendations concisely in written or oral form.
  • Ability to plan, coordinate, assign, and evaluate the work of subordinate supervisory personnel.
  • Ability to maintain accurate records and prepare clear and comprehensive written technical and administrative reports.
  • Ability to establish and maintain effective working relationships with City officials, employees, contractors, and the general public.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to manage conflict.
  • Ability to communicate diplomatically with customers to successfully address concerns.
  • Ability to adapt to changes in work environment.
  • Ability to be on-call for work duty 24 hours a day, 7 days a week as required.
  • Ability to operate heavy construction equipment.
  • Bachelor’s degree in an appropriate discipline related to civil or environmental engineering or related major (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).
  • 5 years of work experience in wastewater collection, restoration or related area.
  • 2 years of Supervisory experience.
  • State Issued Driver’s License required
  • Wastewater Collection Systems Operator License required

Nice To Haves

  • 7 or more years of work experience in a large wastewater collection systems and/or providing general site restoration projects to include oversight of concrete and asphalt maintenance activities.
  • 4 or more years of supervisory experience.
  • Class A CDL License.

Responsibilities

  • Directs and monitors section work of two or more crews, monitors work execution, and ensures effective safe completion in compliance with established rules, regulations, and policy guidelines, addresses challenges by securing resources and resolving issues.
  • Collaborates with Directors, Managers, Master Schedulers, and Crew Supervisors to follow schedule and complete required work assignments.
  • Maintains compliance with local, state, and federal regulations; reviews and provides input on proposed and existing wastewater collection work and general site restoration to City specifications.
  • Plans and schedules maintenance programs for repair and maintenance of collection system mains, force mains, and related conveyance system structures and appurtenances.
  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Builds and maintains positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  • Performs personnel management responsibilities, including ongoing coaching and annual employee evaluations.
  • Prepares cost estimates for budget recommendations; submits justifications for staff, materials, and supplies; monitors and controls expenditures.
  • Recognizes common hazards and unsafe conditions that occur at work, their risks, and appropriate controls to address them.
  • Responds to sanitary sewer spills as required.
  • Maintains and updates daily attendance records.
  • Prepares daily job status reports to communicate crew locations to OLIO’s management and external business partners and provide daily job status reports.
  • Prepares Sewer Spill documentation to be submitted to Watershed’s Sewer Spill Team for processing.
  • Performs QAQC (Quality Assurance/Quality Control) for Service Request and Work Order Creation and Closure.
  • Follows standardized procedures and written instructions to accomplish assigned tasks. May use initiative to solve field challenges.
  • Under the Watershed Manager’s direction, maintains immediate supervisory authority over assigned crew supervisors and broad responsibility for work completion.
  • Coordinates directly with the City CAST team to ensure timely resolution of escalated issues or/and complaints.
  • Recommends actions regarding employees training, development and discipline. Promotes team cohesiveness.
  • May perform other duties as assigned.
