About The Position

This position is responsible for the direct supervision of four contract staff. The Contracts Manager serves as the contract subject matter expert for over 300 contracts, MOA/MOUs, RFA/RFP/RFQ/RFIs etc. that are initiated within the Division. This manager will ensure they meet all Federal, State, DHHS, and DSS legal and procedural requirements. This position will work closely with the DSS Budget Officer and Fiscal Director to ensure best practices in within DSS Business Operations. The contract manager’s role requires close collaboration with various divisions, departments, and state staff. This position will manage the development and preparations of specifications, prepare MOA/MOU/RFA/RFP/RFQ/RFIs, draft and manage contracts, and conduct negotiations as required for a range of solicitations and agreements, which may include professional, highly technical services, and/or materials and equipment. This position is required to be knowledgeable in State Purchase and Contract procurement procedures and policies and DHHS performance-based contracting, as well as time management, to ensure contracts are executed timely. In addition, this position must be able to function in a fast paced, dynamic environment and work strategically to perform work accurately and timely, while maintaining excellent customer service to internal and external customers. The position must be proactive, perform work independently, and perform other duties as assigned.

Requirements

  • Bachelor’s degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience.
  • Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
