About The Position

The Drug & Alcohol Compliance Coordinator ensures Archer Aviation's compliance with FAA (14 CFR Part 120), DOT (49 CFR Part 40), and California Drug-Free Workplace Act requirements while managing NIDA (National Institute on Drug Abuse) and non-NIDA testing functions. This role integrates safety data analytics to identify trends, assess program effectiveness, and drive proactive risk mitigation across the organization's drug-free workplace program.

Requirements

  • Bachelor's degree in Human Resources, Safety Management, Public Health, or related field.
  • 3+ years administering DOT/FAA drug and alcohol testing programs in aviation, transportation, or safety-critical industries.
  • Demonstrated experience with NIDA 5-panel testing and non-NIDA functions (alcohol, prescription verification, state-specific panels).
  • Expert knowledge of 49 CFR Part 40, 14 CFR Part 120, and California Drug-Free Workplace Act requirements.
  • Proficiency with drug testing management software (e.g., FirstAdvantage, HireRight, ComplyPlus) and DOT Clearinghouse systems.
  • Advanced Excel skills (pivot tables, VLOOKUP, statistical functions).
  • Strong analytical capabilities with ability to interpret testing data, identify trends, and present actionable insights.
  • Familiarity with OSHA 300/301 recordkeeping and integration with workers' compensation data.
  • Highest level of integrity, confidentiality, and discretion when handling sensitive medical and personnel data.
  • Exceptional attention to detail with ability to manage complex regulatory transactions accurately.
  • Strong communication skills for training delivery, policy interpretation, and cross-functional collaboration.

Nice To Haves

  • Master's degree in Safety, Security & Emergency Management, Occupational Health, or related field.
  • DOT Drug & Alcohol Collector Certification and/or SAP (Substance Abuse Professional) certification.
  • 2+ years experience in safety data analytics, statistical analysis, or business intelligence.
  • Experience with data visualization tools (Tableau, Power BI).

Responsibilities

  • Administer end-to-end DOT/FAA-mandated testing programs including pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing per 49 CFR Part 40 and 14 CFR Part 120.
  • Manage NIDA-compliant urine drug testing panels (5-panel: marijuana, cocaine, opiates, PCP, amphetamines) and non-NIDA functions including alcohol testing (breath/saliva), prescription medication verification, and state-specific CA requirements.
  • Coordinate with certified Medical Review Officers (MROs), Substance Abuse Professionals (SAPs), and third-party administrators (TPAs) for test result adjudication and return-to-duty processes.
  • Maintain DOT Drug and Alcohol Clearinghouse registrations, queries, and reporting obligations.
  • Conduct pre-employment drug screenings and verify negative results before safety-sensitive employees assume duties per 14 CFR § 120.109(a).
  • Manage reasonable suspicion testing documentation and supervisor training records.
  • Analyze drug and alcohol testing data to identify trends, anomalies, and emerging risks across departments, job classifications, and testing types.
  • Develop dashboards and KPI reports (testing completion rates, positivity rates, turnaround times, compliance gaps) for executive leadership and regulatory audits.
  • Perform statistical analysis on testing outcomes to support program optimization and resource allocation decisions.
  • Integrate drug/alcohol data with broader safety metrics (incident rates, near-misses, workers' compensation claims) to identify correlations and preventive opportunities.
  • Maintain testing databases, ensure data integrity, and generate annual Management Information System (MIS) reports for DOT submission.
  • Ensure compliance with California Drug-Free Workplace Act (Gov. Code § 23300 et seq.) and CAL/OSHA recordkeeping requirements.
  • Develop and deliver training to supervisors on reasonable suspicion recognition, documentation, and testing protocols.
  • Maintain program policies, procedures, and manuals; update annually or as regulations change.
  • Serve as subject-matter expert for internal audits, FAA/DOT inspections, and external compliance reviews.
  • Manage vendor contracts with collection sites, laboratories, MROs, and SAP providers.
