About The Position

Chemonics seeks a DRC Contract, Risk, and Compliance Director to support the PSM DRC project within the USG Portfolio under the Supply Chain Management (SCM) team. The Contracts, Risk, and Compliance Director is a long-term, HQ-based position reporting to the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project Country Director in the Democratic Republic of the Congo (DRC). The GHSC-PSM project supports life-saving health supply chains in more than 30 countries worldwide, working with country governments and global partners to procure and deliver essential medicines, strengthen national supply chain systems, and build sustainable capacity to ensure reliable access to quality health commodities. Within this context, the GHSC-PSM DRC program recently launched last-mile distribution activities to more than 5,000 sites. The Contracts, Risk, and Compliance Director is responsible for managing this added complexity and risk, as well as being responsible for creating tools, workflows, and systems to improve the implementation of In Country Logistics (ICL). The Contracts, Risk, and Compliance Director manages the overall implementation and improvement of the ICL dashboard in Power BI to support subcontract and financial management, as well as by improving standard operating procedures (SOPs), predictability, and cross-functional coordination—particularly at the interface between technical teams and procurement and subcontracting processes.

Requirements

  • Minimum of eight (8) years of progressively responsible experience in supply chain, logistics, operations, or program management, preferably within USG-funded or similar donor programs required.
  • Demonstrated experience supporting procurement- and subcontract-linked systems, dashboards, or management tools, with PowerBI and Smartsheet experience preferred.
  • Experience leading effective meetings and trainings with demonstrated presentation skills.
  • Strong understanding of procurement, subcontracting, and compliance requirements in complex operating environments.
  • Proven cross-functional collaboration experience with the ability to work across HQ and field teams and coordinate input from technical and operational stakeholders.
  • Previous experience with process mapping and leading the creation and/or continuous improvement of SOPs to support organizational standards, operational efficiencies, quality assurance, and risk mitigation required.
  • Experience working in fragile or conflict-affected contexts and specifically DRC and its health system preferred.
  • Bachelor’s degree required and master’s or equivalent strongly preferred.
  • French language proficiency required.

Responsibilities

  • Oversee the administration and use of the ICL / Warehousing and Distribution subcontract management dashboard in the project office, including system architecture, data integration, and complex enhancements.
  • Analyze use trends, lessons, and feedback on the initial dashboard rollout and create a report and plan for the addition of Proof of Delivery (POD)-related functionality and enhancements based on user feedback or lessons.
  • Lead ICL dashboard enhancements based on feedback, implementation experience, and evolving program needs.
  • Support the addition and refinement of dashboard functionalities and reports to track ICL purchase orders, subcontract deliverables, and invoices.
  • Maintain and build upon existing documents in French to support the team’s use of the dashboard and adherence to related ICL processes, including SOPs, guides, and user materials.
  • Conduct targeted, risk-based spot checks of: o application of SOPs o selected third-party logistics providers (3PLs) and purchase orders (POs) to assess consistency between subcontract requirements, reported performance, and dashboard data.
  • Elevate systemic risks, planning gaps, or recurring issues to the Country Director and PST Director with actionable recommendations.
  • Conduct training or coaching sessions, as needed, to communicate new processes and ensure their application, or where oversight and spot checks indicate a knowledge gap.
  • Establish SOPs across function areas for ICL planning, procurement, and subcontract management.
  • Review lessons and gaps from SOP rollouts and adjust SOPs as needed.
  • Facilitate planning discussions between technical teams and procurement to confirm upcoming ICL procurement milestones, dependencies, and deadlines.
  • Modify existing ICL indefinite quantity subcontract (IQS) pricing as needed to ensure that the pricing methodology and unit prices are clearly defined.
  • Review select ICL POs for compliance and completeness prior to the project office sharing with HQ.
  • Serve as an HQ-based coordination point to coordinate timely reviews of procurement documents.
