About The Position

Oversee the execution of merchandise selection and procurement for assigned group of commodity departments. Sets the strategy to ensure profitability marketing and overall business performance while ensuring that the product mix meets and exceeds customer satisfaction. In the absence of the General Merchandise Manager may assume the duties of that position. Supervises and manages all associates within assigned division Including but not limited to Buyers Planners Asst. Buyers Merchandisers and Pricing Specialists engaged in performing a variety of buying and merchandising functions. Responsible for the financial performance of each assigned department including sales stock turn gross margin dollars and gross margin percent. Works with Merchandise Planners to develop sales and inventory projections for assigned departments to meet financial plans. Works with Merchandise Planners to review and establish replenishment methods by classification of assigned departments. Accountable for in stock position in warehouses and stores to prescribed levels. Reviews analyzes and determines merchandise requirements for assigned departments. Works with Merchandise Planners to develop and maintain open to buy merchandise strategies replenishment programs to achieve financial plans. Coordinates periodic meetings with stores for the purpose of reviewing business trends providing input and assistance on technical areas. Maintains liaison with commercial counterparts in the retail sector manufacturers suppliers of merchandise and professional organizations and associations. Responsible for assuring best cost to include freight special allowances discounts rebates etc. to achieve financial plans. Directs buyers to develop assortments and planograms that support the needs of the customer and the financial objectives of the merchandise division. Develops and executes merchandise advertising and promotional strategies. Performs advisory visits to stores providing assistance in departments categories as relating to sales inventory stock turn and margin performance. Develops and executes annual training seminars as applicable. Manage coach and develop buying staff. Work with the buyers to strengthen market relationships and knowledge of market trend strengths and weaknesses. Understands competitors strengths weaknesses and strategy. Develops and executes initiatives that support Customer Satisfactions Index CSI and Associate Satisfaction Index ASI scores. Develops and maintains cooperative efforts with division representatives of NEXCOM as well as field personnel and counterparts in the Marine Corps Exchange Service Army and Air Force Exchange Service and Coast Guard Headquarters on matters relative to merchandising procurement and developing system projects and objectives. Works under the general supervision of the General Merchandise Manager. Operates independently within the framework of established policies. Exercises prudent management in resolving unusual problems. Confers with supervisor on matters of policy and the overall operational performance of the assigned departments. Develops reports and studies for other government offices and committees as required also coordinates researches and develops material for trade industry publications. Develops as required contracts for resale items and product lines. Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report OGE Form 450 as required.

Requirements

  • 3 years of experience which was gained in administrative professional technical or other responsible work which enabled the applicant to gain a knowledge of retail merchandising and procurement practices demonstrated skill in dealing with operating personnel and supervisory responsibilities and the ability to analyze problems and recommend practical solutions using sound judgment.
  • 1 year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 years bachelors degree for 3 years of general experience.
  • 6 years of progressively responsible substantive experience which provided background in Procurement practices methods and procedures developing and managing an open to buy system Developing seasonal financial plans Preparation of inventory projections Monitoring and maintenance of sales inventory levels and stock turns Review and analysis of sales inventory and profit trends Database spreadsheet software applications Supervisory responsibility of human resources or similar responsible work which demonstrated the knowledge and ability within on or more operational or merchandising areas of non appropriated fund or private sector retail management.
