About The Position

The Cook County Juvenile Temporary Detention Center (JTDC) provides safe and temporary housing for youth ages 10 – 18 with pending legal action in the Cook County Courts. The JTDC is dedicated to providing its youth with leadership, structured care, and supervision through a balanced approach of creative programming and services that teach responsibility, accountability, and sensitivity. Each member of the JTDC staff is actively encouraged and supported in pursuit of creative participation, personal well-being, and professional development. As the largest juvenile detention center in the nation, the facility contains five major departments and various offices consisting of 600+ employees who serve an average daily population of 280+ residents. The Quality Assurance and Compliance Analyst is responsible for facility and Division-based quality assurance functions, including but not limited to: reviewing, capturing, organizing, inputting, labeling, managing databases, retrieving reports, training, and analyzing JTDC documentation, technology programs, policies and processes consistent with JTDC policy and procedures, and quality improvement processes.

Requirements

  • Minimum of a Bachelor’s Degree in Business, Statistics, Computer Information Science, Mathematics or related field; OR a Bachelor’s Degree in another discipline and equivalent technical training/certification required.
  • Broad understanding of computer systems, applications, operating systems, and Microsoft Office Suite.
  • Excellent skills in Microsoft Excel required.
  • Excellent verbal and written communication skills.
  • Demonstrated skills in developing and maintaining positive interpersonal relationships.
  • Ability to research and analyze system requirements, develop alternatives, and implement performance improvement methodologies and solutions.
  • United States citizenship.
  • 21 years of age at the time of application submission.
  • Possess a working knowledge of management principles.
  • Can interpret Agency policy and procedure to subordinates to shape appropriate work behavior responses.
  • Demonstrate the ability to work effectively and remain objective when dealing with external entities such as the Public Defender’s Office, State’s Attorney, Probation Dept. personnel, Judges and designees as well as juveniles in a detention setting.
  • Ability to interface with senior management, and receive administrative directives to develop policy and programmatic initiatives.
  • Ability to interact with supervisory staff to deal with emergent resident programming issues.
  • Ability to multitask, display sound judgment, and work thoroughly, and objectively.
  • Must have the ability to work with numbers, percentages, rates and attention to detail.
  • Must have excellent oral and written communication skills and the ability to provide accurate and informed testimony in court.
  • Ability to plan, assess, and inspect the work of others.
  • Must have open/flexible schedule to work hours which may include evenings, weekends and holidays, as needed.
  • Highly accountable, confidential, reliable and a strong work ethic.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Demonstrates skills in database creation and maintenance.
  • Must be able to maintain the highest level of confidentiality of video events.
  • Illinois residency obtained within 90 days of date of hire.
  • Pass a pre-employment drug screen and background check including but not limited to LEADS, CANTS, and professional references.
  • A result of negative from the Illinois Department of Children and Family Services (DCFS) Child Abuse Registry.
  • Must pass required and nationally recognized written examination for direct care positions.
  • Meet additional minimum requirements for eligibility established by the Administrative Office of the Illinois Courts (AOIC).
  • Must pass Prison Rape Elimination Act (PREA) screening requirements.

Nice To Haves

  • Previous experience in developing quality assurance systems strongly preferred.
  • Bilingual communication skills a plus.

Responsibilities

  • Responsible for the analysis of the accuracy and reliability of data entered into JTDC systems, including but not limited to the Resident Management Information System (RMIS), documentation technologies, and other databases used throughout the JTDC.
  • Coordinates and supports processes that enhance JTDC policy, procedures and quality assurance compliance.
  • Performs complex data analysis, reporting and improvement recommendations.
  • Develops programs and methodologies for retrieving, analyzing, reporting, and presenting data.
  • Uses training and experience to evaluate and interpret data resources and participates in performance improvement methodologies.
  • Advise management and assesses the accuracy of RMIS data, identifies errors, omissions and inaccuracies, addresses corrective actions to data issues, and recommends improvements.
  • Collaborates with staff and management to generate deliverables as required.
  • Assists in the development, modification, or amendment of JTDC policies and procedures.
  • Assists and acts in a confidential capacity to management and administration by reviewing JTDC processes and procedures.
  • Accesses information related to labor issues including but not limited to employee investigations, employee grievances, and employee discipline.
  • May testify in legal proceedings, labor proceedings and/or arbitrations.
  • Performs other duties as assigned.
