Under the direction of the Manager, Compliance Assurance (CA), or assigned team lead, assist in the development of reliability standards and criteria established by Standards Authorities such as NERC and NPCC. Support efforts to promote awareness amongst Ontario market participants (MP) and IESO business units of applicable reliability standards and criteria and their compliance obligations. Carry out and assist in the development of CA processes and procedures that support IESO and MP compliance. Develop and maintain tools, contribute to reports and presentations, support the organization of meetings, and maintain CA databases.

Requirements

• Requires engineering knowledge of electrical theory, power system analysis and control, mathematics, computers science and the like to conduct engineering, economic or analytical studies related to the management and control of the bulk power system.
• Requires knowledge of technical writing to prepare effective reports
• This knowledge is considered to be normally acquired, either through the successful completion of a four-year University education in an appropriate field or by having the equivalent education
• Requires familiarity with aspects of power system operation through exposure, progressive training and contributions. Experience will include collaboration and teamwork, preparing reports, presenting to stakeholders, and contributing to the execution of analyses and investigations related to the fields of: Utilization of generation resources;
• Power system reliability and the secure operation of bulk power systems;
• Regulatory rules and policies as they relate to the electricity industry;
• Reliability standards development; and
• Reliability standards compliance monitoring and enforcement
• Background experience will include:
• Electrical engineering design concepts as they relate to the functions and characteristics of power system components;
• Familiarity with power system operation, practices, and policies; the technical features of equipment and facilities, e.g. generators, transformers, high-voltage transmission, protective relays and system interconnection; and
• Monitoring compliance with technical or contractual requirements.
• A period of 2 years, and up to and including 4 years is considered necessary to gain this experience

Nice To Haves

• Familiarity with Microsoft Suite and database applications would be an asset.

Responsibilities

• Support the IESO’s involvement in the reliability standards and criteria development processes of Standards Authorities by coordinating and submitting IESO comments and ballot positions.
• Support IESO compliance readiness and reporting efforts by assisting with the preparation of compliance documentation, including Reliability Standards Audit Worksheets (RSAWs) and Internal Controls Documentation, and other submissions to Standards Authorities.
• Assist with conducting the annual Ontario under frequency load shedding (UFLS) survey, by communicating with market participants, recording survey results, conducting analysis, and updating Operations documentation.
• Assist with performing gap analyses on changing reliability standards and other external-facing documents such as Market Rules and Market Manuals, to identify the need for changes to compliance documentation as appropriate.
• Assist with the execution of processes and procedures carried out by CA.
• Under the guidance of an assigned team lead, document and review CA processes, and propose and draft revisions to documentation to improve efficiency and effectiveness, and ensure they reflect current practices.
• Develop and maintain knowledge of reliability standards and criteria, compliance monitoring methods, and industry trends by participating in forums organized by Standards Authorities, such as NERC and NPCC.
• Support dissemination of relevant information bulletins issued by Standards Authorities and regulatory bodies to help maintain the IESO’s awareness of industry issues and developments.
• Contribute to the preparation of CA reports and presentations.
• Provide support for CA-led meetings including IESO-MP standing committees and working groups related to compliance and standards, by organizing meeting logistics, preparing meeting materials and contacting participants.
• Support the development and maintenance of data management tools, databases, and web pages, and assist with filing business records.
• Provide support, as required to other business units, agencies, and market participants.
• Perform other duties as required.
