About The Position

The Division Compliance Officer will have a variety of tasks related to the division’s responsibility to ensure it achieves optimum compliance with lending, deposit and CRA regulations in addition to other applicable laws and regulations as well as Bank policy. This position is responsible for assisting with compliance including areas of consumer protection and banking regulations (deposit, loan (including CRA and HMDA), ID Theft/FACTA/FCRA), marketing and social media compliance regulations, deposit and loan compliance regulations that integrate into marketing content/disclosure and social media material, and customer complaint process. Responsible activities include compliance risk assessments, issue management, policy and procedure review, controls evaluation, exam assistance, data management assistance and other risk mitigation activities. In-depth dialogues, conversations and explanations with customers, direct and indirect reports and outside vendors can be of a sensitive and/or highly confidential nature. The position requires exceptional judgment and ability to prioritize and handle matters independently and helps with projects that may be complex and often involve confidential issues. Technological proficiency is important to effective performance of the job.

  • Bachelor’s degree in accounting, business, finance or related field from four-year college or university; or 10+ years related experience and/or training; or equivalent combination of education and experience.
  • 10+ years of compliance management experience with demonstrated understanding and accountability of job responsibilities for consumer protection and banking compliance.
  • Strong and effective verbal, written, and interpersonal communications skills involving motivating, influencing, educating and/or advising others on matters of significance.
  • Working knowledge of federal and state regulatory guidelines and standards for compliance laws including CRA, lending, deposit and general compliance regulations.
  • Superior analytical, project management, time management and organizational skills; ability to coordinate own work and work of others to keep projects on task.
  • Able to exercise discretion and maintain confidentiality.
  • Reporting experience to deliver concise information that can be and easily interpreted by all relevant parties.
  • Ability to interpret regulations and laws and disseminate information.
  • Ability to focus and concentrate for long periods of time.
  • Strong computer skills.

Responsibilities

  • Maintain an expert knowledge of all applicable laws, rules and regulations and an awareness of the current regulatory environment, working knowledge of current and proposed federal and state banking laws.
  • Execute compliance risk assessments aligned appropriate to methodology, scope and frequency.
  • Collaborate with stakeholders across the organization to gain insight into compliance risks associated with line of business activities, objectives, practices, processes, and overall control environment.
  • Partner with compliance subject matter experts in the departments/branches to formulate an integrated and independent view of the business area risks and risk management practices.
  • Provide interpretation and clarification of federal and state banking laws and regulations and regulatory guidance applicable for bank management and colleagues.
  • Develops and recommends policies, procedures, and program enhancements to meet regulatory obligations while actively seeking areas for improving the efficiency.
  • Proactively manage remediation of compliance-related issues from issuance to closure.
  • Document results of risk assessments as well as emerging risks, regulatory updates, audit and exam summaries, and issue tracking which are provided to the Bank’s risk management and executive committees.
  • Reviews and approves marketing initiatives, campaigns, advertisements and other internal and external published materials created by the business and marketing to ensure compliance with associated laws and regulations.
  • Performs analysis of complaint data received, identifies potential risks and ensures timely, appropriate responses are provided to complainant.
  • Ensures complaints with legal, regulatory or discriminatory implications are escalated appropriately.
  • Maintains proficient knowledge of rules and regulations relating to the Community Reinvestment Act, Home Mortgage Disclosure Act (HMDA) and other CRA related laws, regulations, guidance and published Q & A.
  • Identifies and assists with community development initiatives that align with the Community Reinvestment Act and business objectives to sustain satisfactory lending test performance with a specific focus on lending for low to moderate income (LMI) individuals and geographies.
  • Synthesizes compliance management information, identify root cause(s) of potential compliance risk, and provide trending on Key Risk Indicators (KRIs) to product reporting to management committees.
  • Raises issues and collaborate in the development and implementation of new compliance policies, practices and tools.
  • Works with Compliance team members to develop compliance risk management guidance for the business teams.
  • Providing leadership, direction and assistance to Compliance Specialists through coaching, mentoring as well as performance management.
  • Refers and communicates all regulator correspondence with Compliance leadership.
  • Monitor enterprise compliance training program for relevant laws and regulations.
  • Serve as a resource person for bank team members.
  • Assist in coordination and support of compliance audits and examinations as requested.
  • Loss prevention and security as applicable for this position.
  • Complete all required training.
  • Assist with other compliance tasks and special projects, as needed.
