About The Position

Program management position responsible for major construction projects. Oversee Transportation Management Plan for Mega Projects. Manage all phases of projects including review of program and construction documents, plans and processes, public affairs and outreach programs, safety, environmental and quality assurance. Oversee schedules, traffic management and coordination of multiple contracts underway on Mega Projects. Plan, coordinate, communicate and implement program delivery with internal and external customers. Provides program management and strategic direction for assigned program area. Ensure safety, compliance and quality of projects. Plan, coordinate communicate and implement program delivery with internal and external customers. Responsible for managing all phases of project schedules and budgets. How you will contribute: Financial Stewardship: Manage budgets, schedules and deliverables for major engineering projects or technical initiatives of significant cost which may span multiple years in duration. Mange project communications and documentation. Investigate, resolve and diffuse conflict situations. Ensure fiscal stewardship and monitor expenditures to ensure they do not exceed allocations. Major Project Delivery: Oversee delivery of on-time, on-budget construction projects. Ensure minimal cost overruns for CEI of projects. Oversee coordination and interface with PPTAs, General Engineering Contract (GEC) and other critical VDOT partners and staff. Meet compliance guidelines for CQIP reviews. Oversee pre-construction meetings to increase emphasis on environmental compliance and minimize non-compliance risks during construction. Report overall program and project progress. Maintain communication and outreach efforts with legislators, government and planning agencies, media, citizen groups, and a variety of special interest groups concerning project status, progress, successes and challenges. Major Project Development: Oversee on-time advertisement dates for program projects in the 24-month ad schedule. Ensure program and project cost estimate updates occur. Meet district goal for obligation of district's federal funds (PE, RFW and Construction) pertaining to the Public Private Partnership (P3) program. Oversee pre-scope of new projects in the District's Six-Year Improvement Program. Major Project Management: Provide on-going direction in the design and evaluation of existing project manager roles. Establish organizational structure supporting effective project management. Optimize resources across projects. Broad oversight for management of consultant design and contract plan development for highway projects of substantial complexity. Provide broad direction for project activities. Integrate team member deliverables and budgets. Coordinate oversight with other divisions ensuring project segments remain on schedule. Management: Provides program management and strategic direction for assigned program area or technical initiative. Apply expert level knowledge of transportation issues, sound public policy and business expertise to resolve complex transportation issues. Ensure safety, compliance and quality of work. Plan, coordinate communicate and implement execution and delivery with internal and external customers. Project Administration: Serve as senior level project manager and direct complex engineering projects or initiatives that meet or exceed VDOT standards and requirements. Manage communications between project teams and stakeholders. Serves as the primary agency contact on project and has full managerial responsibility for all aspects of the project. Stakeholder Communications: Recommend and influence a wide variety of stakeholder groups on global and local issues that affect the Commonwealth, local transportation vision and comprehensive transportation plans. Oversee the gathering and exchange of information and decision-making between VDOT and stakeholder groups including high level public officials. Identify critical issues to prevent escalation or repetition of problems. Lead meetings with various public agencies and citizen groups to disseminate or gather information. Participate on standing and ad hoc committees and groups representing the agency's business needs and interests. Strategic Leadership: Provide strategic leadership and direction to engineering or technical projects, programs or initiatives.

Requirements

  • Ability to communicate effectively orally and in writing with diverse audiences.
  • Ability to strategically lead intricate programs and projects and make sound decisions.
  • Demonstrated knowledge and application of construction engineering principles, practices, procedures and technical aspects for a range of roadway systems.
  • Extensive knowledge of overall operation of a large-scale public service transportation agency with an operations budget of several billion dollars.
  • Extensive knowledge of transportation project management, development, design, construction and integration on complex projects and associated regulatory, finance and legal constraints.
  • Knowledge of VDOT and FHWA policies and procedures.
  • Knowledge of state and federal transportation engineering laws and regulations.
  • Knowledge of transporation engineering policies, practices and procedures.
  • Leadership and consultation skills to include working with all levels of management and elected and appointed officials.
  • Project management skills on a variety of transportation projects.
  • Significant knowledge of project controls related to transportation construction projects.
  • Skill in building networks and relationships with employees, field personnel, contractors, manufacturers and FHWA representatives.
  • Skill in effectively managing multiple, high value contracts within the transportation industry.
  • Skill in effectively planning and scheduling work of diverse teams.

  • Thorough knowledge of civil engineering principles related to roadway design and standard design technical knowledge, as well as roadway safety impacting roadway standards and special designs.
  • Degree in Civil Engineering or related field.
  • Demonstrated management responsibilities on a project with a construction estimate or bid greater than $100 million dollars.
  • Experience applying construction engineering principles, practices, procedures and technical aspects for a range of roadway systems.
  • Extensive experience in transportation project management, development, design, construction and integration on complex projects and associated regulatory, finance and legal constraints.
  • Progressively responsible engineering management experience applying roadway design criteria, construction engineering methods, standards, specifications and materials.
  • Project management experience on a variety of complex transportation projects to include managing multiple, high value contracts within the transportation industry
  • Significant knowledge of project controls related to transportation construction projects.
  • Skill in building networks and relationships with employees, field personnel, contractors, manufacturers and FHWA representatives.
  • Skill in the development and management of construction schedules.
  • Valid Professional Engineer's license.
  • Valid driver's license.
