About The Position

As a District Manager (Affordable) with CONAM, you will oversee many properties in a portfolio. You will make decisions in order to achieve the overall objectives of the communities in your region. You’ll hire, train, mentor, lead and inspire a team of property management professionals. You’ll oversee financial budgeting and reporting and you’ll manage the marketing and leasing efforts for all apartment communities in the portfolio. What We Are Looking For: A District Manager to support an Affordable Portfolio to support the San Diego Affordable Region with strong experience in affordable properties.

Requirements

  • Previous experience as a regional and/or multi-site manager in residential property management with supervisory/management experience.
  • Experience with affordable properties, Low Income Tax Credit (LIHTC), Section 8, and Senior properties is required.
  • Experience in developing property budgets, as well as dealing with complex operational matters daily.
  • You have hands-on experience in overseeing the daily operations of a multi-family apartment community, with strong leadership skills.
  • You have a strong understanding of financial reporting, budgeting, and rent collections specific to apartment communities.
  • Computer knowledge: MS Word, Excel & Outlook. You are proficient with property management software, such as Yardi, RealPage, Bostonpost, Gracehill, Revenue Management - particularly in managing apartment records and financials.
  • You are physically able to lift and carry items weighing up to 25 pounds.
  • Must have a valid driver's license and proof of automobile insurance coverage.
  • Local travel required; occasional travel out of state on an as-needed basis.

Responsibilities

  • Staffing & Training: Recruit, hire, and retain qualified staff. Oversee scheduling, training, performance evaluations, and compliance with HR policies and labor laws. Address performance and safety issues in coordination with HR and leadership.
  • Financial & Reporting: Manage property financials to meet revenue goals and control expenses. Review financial statements and communicate performance to leadership and ownership.
  • Leasing & Marketing: Oversee leasing activities, marketing strategies, and resident retention efforts. Ensure compliance with fair housing laws and maximize occupancy through data-driven rent and advertising decisions.
  • Customer Service & Community Engagement: Foster positive resident relations through responsive communication, move-in support, and community events. Ensure high resident satisfaction and engagement.
  • Operations & Compliance: Ensure all activities comply with legal, regulatory, and management agreements. Oversee rent collection, banking, lease execution, and document retention. Ensure regulatory compliance for affordable housing and subsidy programs.
  • Maintenance & Property Standards: Maintain community curb appeal and physical condition. Monitor service requests, turnovers, and capital projects. Ensure compliance with OSHA, key control, and maintenance response standards.
  • Purchasing & Budget Control: Manage purchases and expenditures within budget limits. Approve invoices, maintain petty cash, and follow procurement procedures.
  • Risk Management: Report incidents, ensure OSHA compliance, post required notices, and oversee injury/illness processes. Coordinate with leadership on critical incidents.
  • Administrative Duties: Maintain organized records and workspaces. Oversee data entry in property management systems, review move-out statements, and manage vendor relations.
  • Communication: Respond promptly to internal and external inquiries. Maintain clear communication with teams, departments, residents, and ownership.
  • Other: Support audits, enforce community policies, assist with inspections, and complete special projects or duties as assigned.
  • Driving: Ability to drive for business purposes to include, bank deposits, community supplies, competitive analysis of neighboring communities, and other duties as assigned.
