About The Position

This position performs advanced engineering work and ensures final estimate policies and procedures are adhered to. Supervises employees final estimate activities including processing progress estimates for road and bridge projects, auditing and closing out final estimate packages, properly archiving and storing construction records, completing final payoff processes, and interpreting contract and specification language. Reviews the performance of Final Estimates Level II qualified personnel working within the district.

Requirements

  • Knowledge of: Concepts, terminology, principles and analytical techniques of Final Estimates.
  • Ability to: Interpret and make engineering judgments in the application of Florida Department of Transportation standard specifications, basis of estimates and field standards for final estimates.
  • Ability to: Supervise people.
  • Ability to: Analyze and interpret engineering data.
  • Ability to: Plan, organize and coordinate work assignments.
  • Ability to: Communicate engineering information effectively.
  • Ability to: Establish and maintain effective working relationships with others.
  • Ability to: Use a personal computer and department-used software programs.
  • Final Estimates Level II Certification must be obtained within 3 months of start date and maintained thereafter.
  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.

Responsibilities

  • Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work.
  • Serves as the Final Estimates Manager in the District Construction Office performing and supervising advanced engineering work and ensures final estimate policies and procedures are adhered to.
  • Serves as liaison between the State Construction Office and District Construction personnel, including consultants, regarding standard final estimate procedures.
  • Serves as the Project Construction (PrC) and Electronic Data Management System (EDMS) Application Coordinator.
  • Assists with the resolution of payment issues that involve Work Program, the Central Office Comptroller, District Financial Services, District Utilities, District Materials, Central Office Local Fund Agreement Section, and District and Central Office Florida Highway Administration Coordinators.
