The North Carolina Department of Health and Human Services (DHHS) is one of the largest and most complex agencies in the state, with approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations, and helping poor North Carolinians achieve economic independence. The North Carolina Child Support Program operates in accordance with Public Law 93-647, North Carolina General Statutes 110-128-141, and Federal Regulations. It provides services including the location of non-custodial parents, establishment of paternity and support, enforcement of support, and collection and distribution of support payments, handling approximately 420,000 child support cases annually. This program is not based on income level, making its services available to any citizen in North Carolina upon request. The primary purpose of this position is to act as a Unit lead for the Distribution Unit, providing assistance to the Unit Supervisor and guidance to approximately 12-unit staff regarding financial processes to accurately distribute funds. The Distribution Unit accepts financial adjustment requests from county caseworkers, researches them, and composes detailed instructions to reconcile individual and case accounts. The person in this role must use analytical skills and attention to detail to research complex reports to determine how money should be disbursed, requiring thorough knowledge of the Automated Collection and Tracking System (ACTS), which receipts and disburses approximately $644 million each year. The Unit receives approximately 4,000 requests per month. This position also involves collaboration with Centralized Collections to ensure accuracy of information and auditing child support account histories for adjustment needs. All functions are guided by a proper understanding of complex program policies and procedures.
