General Summary: The Upward Bound project director is directly responsible for the successful implementation and continuation of the Upward Bound grant project. The director will manage and execute all project goals, objectives and activities. Supervise personnel, administer the budget and is responsible for the evaluation of all program activities and services. The position operates under the direct supervision of the Executive Director of the Office of College Access and Academic Enrichment Programs in the Division of Student Affairs at West Texas A&M University.

Requirements

  • Master's in Education or related field.
  • Three (3) years of experience with federal TRIO programs, academic support programs, or similar project/programs for disadvantaged students.
  • Two (2) experience with federal TRIO programs, academic u experience in the areas of staff supervision; budget management; program development and evaluation, and reporting and compliance with federal regulations.
  • Strong communication, leadership, organizational, administrative, management skills.
  • Professional or personal experience in overcoming barriers similar to those confronting project participants.
  • Good driving record.

Nice To Haves

  • Doctorate degree.
  • Five (5) years of experience in areas of staff supervision; program development and evaluation; reporting and compliance with federal regulations.
  • Experience with college access programs.
  • Teaching experience.
  • Knowledge of higher education and secondary education curriculum and degree requirements.
  • Budget experience and knowledge.
  • Ability to manage and expand program partnerships.
  • Experience with college, career, financial aid, and financial literacy.

Responsibilities

  • Plan and direct the implementation of the Upward Bound grant project’s goals, objectives and activities.
  • Responsible for planning and coordinating all college visits, leadership and cultural activities and the residential summer academy on the University campus.
  • Coordinate and direct all aspects of the Upward Bound grant project.
  • Responsible for the evaluation of all program activities and services.
  • Secure facilities, resources and materials to satisfy project activities and goals.
  • Identify, assess, and provide services for Upward Bound participants as needed.
  • Supervise, manage and train full-time and part-time personnel.
  • Responsible for all recruiting, employing and training processes for new project staff.
  • Administer, plan, manage the grant project budget, and conduct administrative functions.
  • Responsible for collecting data and submitting the Upward Bound project’s annual performance report and other documentation required by U.S. Department of Education on behalf of the University and the Office of College Access and Academic Enrichment Programs.
  • Work on special projects and perform other duties as assigned by the Executive Director of the Office of College Access and Academic Enrichment Programs.
  • Maintain positive relationships with university departments and external constituents.
  • Maintains 100% compliance with timely completion of required System, University and job-specific online training courses.
