About The Position

RefugePoint is a nonprofit organization that partners with refugees to access life-changing solutions and transforms how the world supports them. For refugees who must remain in the country to which they have fled, RefugePoint helps them to become self-reliant so they can achieve social and economic stability. For refugees who are not safe in the country to which they have fled, RefugePoint helps them relocate through resettlement or other pathways to safety. RefugePoint also influences global policy and practice to improve how the world supports refugees. RefugePoint's Third Country Solutions (3CS) programs have grown tremendously in the recent past, with RefugePoint playing a leading role in ensuring equitable access to resettlement and other pathways such as family reunification and labor mobility. Despite the shifting humanitarian context and shrinking opportunities for third country solutions that mark the current operating environment, RefugePoint's 3CS programs remain relevant, affording essential access to durable solutions for many thousands of refugees each year. The Director of Third Country Solutions will be responsible for leadership of 3CS programs and people, partnering with staff and key stakeholders to set and pursue a strategic vision for 3CS, establish a coherent and adaptable structure to support that vision, and ensure that RefugePoint is able to continue playing a leading role in ensuring refugees have access to third country solutions for years to come. Working in close coordination with RefugePoint's Chief Program Officer and colleagues across the organization, the Director of Third Country Solutions guides 3CS program planning, budgeting, and strategy implementation; represents RefugePoint in relevant global fora; supervises and coaches staff; ensures consistent integration of organizational values; facilitates cross-program coordination within 3CS and across RefugePoint's other programmatic and functional units; supports knowledge product development and field building initiatives; monitors programmatic progress; ensures sound financial management; manages partnerships with key stakeholders; engages in monitoring and evaluation efforts; and contributes to grant proposals and external-facing communications. The position is a part of RefugePoint's headquarters in Boston, MA, USA, though may work remotely. It reports to the Chief Program Officer and supervises several positions responsible for managing RefugePoint's various 3CS programs. It is a member of the agency's Executive Management Team.

Requirements

  • University degree in a related field, and a minimum of
  • At least 6 years of experience working on 3CS systems in countries of asylum, and;
  • At least 4 years of manager, coordinator, or other senior-level supervisory experience.
  • Proven ability to manage a complex, multi-program portfolio.
  • Excellent diplomatic and interpersonal skills.
  • Excellent English language communication skills (reading, writing, speaking, listening).
  • Excellent public speaking skills.
  • Ability to travel approximately 10-15% of work time.

Responsibilities

  • In conjunction with the Chief Program Officer and others, set RefugePoint's long-term goals and objectives related to 3CS as well as the strategy and tactics to achieve them.
  • Lead RefugePoint's annual and multi-year planning with regard to 3CS, ensuring an inclusive process linking input from program staff with the agency's overarching long-term goals.
  • Constantly review the 3CS landscape for new opportunities and challenges and make recommendations for how to adapt existing strategies and plans to meet them.
  • Represent RefugePoint (or delegate to the appropriate technical staff person) in various external policy and advocacy fora, including the Consultations on Resettlement and Complementary Pathways (CRCP) and related Working Group(s); the various networks and task forces for complementary pathways; the Third Country Identification and Referral Network (TIRN); etc.
  • Present at national, regional, and international events related to 3CS, both in person and virtually.
  • Manage, coach and support the agency staff responsible for implementing programs related to 3CS, including regular supervisory meetings, routine performance reviews, and more.
  • In collaboration with program staff, develop a standardized approach to onboarding and orienting new 3CS staff.
  • Foster a cohesive sense of shared identity across the agency's 3CS staff working on different projects in different locations.
  • Generate knowledge products and develop policy recommendations.
  • Cultivate opportunities for field building and disseminate learning from 3CS programs.
  • Promote integration of RefugePoint's values into 3CS programs, plans and activities.
  • Develop and manage relationships with key partners and stakeholders in 3CS programming, ensuring strong alignment with RefugePoint's mission, vision, values, and strategy.
  • Participate actively in, and occasionally lead, regular internal discussions in 3CS programmatic team meetings as well as the organization-wide Programs Management Team, the Programs Leadership Team, the Executive Management Team, and more.
  • Partner with the Director of Impact, to support a culture of learning through Biannual Program Reviews, accurately capture and communicate impact data, incorporate insights and evidence into program design, and continually improve 3CS programming.
  • In conjunction with the Chief Financial Officer and others, monitor spending, ensure sound management of all 3CS budgets, and support audit processes as requested.
  • In conjunction with the Chief Development Officer and others, coordinate between 3CS staff and development staff for project proposals, donor reports, social media content, statistics, and more, including regularly contributing 3CS content to RefugePoint written materials as appropriate.
