About The Position

Peraton’s Risk Decision Group (RDG) supports critical national‑level missions across DCSA, DHS, and other federal entities responsible for personnel vetting, background investigations, adjudication, and continuous vetting. We are seeking a Director of Software Development who can blend strategic product leadership, mission-centric program delivery, and technical depth across full‑stack development, data engineering, cloud modernization, and workflow automation. This leader will plan, direct, and coordinate software development across multiple mission products powering background investigations lifecycle management, decision‑support systems, case management workflows, and investigative data pipelines used by federal vetting organizations. The ideal candidate understands SEAD 4, SEAD 5, Trusted Workforce 2.0, federal suitability/security policy, and the operational processes underpinning national‑security vetting. This is a 100% Remote position.

Requirements

  • U.S. citizenship and active federal background investigation with T5 adjudication
  • 16+ years of relevant experience, with management experience leading multi‑team or cross‑functional software organizations.
  • Deep understanding of: SEAD 4 & SEAD 5 DCSA and DHS BI processes End‑to-end BI lifecycle (intake → investigation → RQC → adjudication → continuous vetting) Federal vetting frameworks (tiers, adjudicative guidelines, credentialing standards) Trusted Workforce 2.0 implementation requirements
  • Direct experience designing, implementing, or modernizing case management systems supporting federal personnel vetting workflows.
  • Proven experience gathering and translating customer and policy requirements into system capabilities and workflow automation features.
  • 5+ years hands‑on experience with Angular, Microsoft .NET Framework, C#, ASP.NET, Visual Studio, SQL Server, advanced T‑SQL, and database design
  • Experience leading Agile software development, DevOps practices, CI/CD pipelines

Nice To Haves

  • Experience supporting national‑level vetting modernization efforts across DCSA, DHS, or other federal BI stakeholders
  • Experience developing adjudication support tools, automated records check systems, or continuous vetting rule engines.
  • Experience with FISMA, FedRAMP, RMF, and highly regulated mission environments.
  • Strong understanding of best practices for workflow orchestration, case management design, rules engines, auditability, and dynamic form generation.
  • Experience delivering large‑scale change‑management, user adoption campaigns, and stakeholder readiness activities.

Responsibilities

  • Own and define the product vision, strategy, and multi‑year roadmap for systems supporting background investigations, case lifecycle management, adjudicative workflows, and continuous vetting capabilities.
  • Translate evolving DCSA and DHS requirements, industry standards, SEAD policies, and mission directives into actionable technical specifications, user stories, and architectural priorities.
  • Align product and engineering activities with Trusted Workforce 2.0, NBIS‑related processes, eApp modernization, and enterprise vetting reforms.
  • Plan, direct, and coordinate multi‑team development of mission‑critical applications using Angular, C#, ASP.NET, .NET Framework, SQL Server, ETL/SSIS, and SSRS, ensuring scalable, secure, and compliant solutions.
  • Drive modernization of legacy workflows and case management systems into cloud‑ready, modular, API‑driven architectures.
  • Ensure robust development of T‑SQL, stored procedures, triggers, reporting frameworks, data integration, and workflow automation features supporting intake, tasking, field activity, RQC/review, and adjudication readiness.
  • Provide upward and cross‑program communication, including status, variance justification, technical decisions, and customer updates.
  • Understand investigative workflows end‑to‑end (initiation, tasking, fieldwork, quality review, adjudication, continuous vetting) and ensure technology fully supports mission processes.
  • Guide solutions supporting SEAD 4/5 requirements, automated records checks, RZ workflows, continuous vetting rule sets, and national‑level vetting modernization initiatives.
