About The Position

Performs highly responsible professional and supervisory work directing and managing the development and dissemination of a cost- effective transit service, including efficient use of Bus Operators as well as vehicles within the constraints of the Collective Bargaining Agreement and budget. This position is also responsible for timely production of all service-related information and for projection of service hour, Operator, and vehicle requirements. Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

Requirements

  • Requires a bachelor's degree in Transportation, City and Regional Planning, Business Administration or related field, and a minimum of seven (7) years' management experience in transit, scheduling or planning.
  • An equivalent combination of education and relevant scheduling, planning, transportation, and/or leadership/supervisory experience will also be considered.

Nice To Haves

  • Certification by the American Institute of Certified Planners (AICP) preferred.

Responsibilities

  • Provides strategic oversight of schedule development to ensure accurate, cost-effective transit service, maximizing revenue service and minimizing non-productive time.
  • Leads the production of all service-change materials and directs the design and implementation of innovative scheduling pilot programs (AM/PM boards, AWS program, etc.) to improve Operator schedules and service reliability.
  • Monitors systemwide service performance and actively participates in planning discussions related to ridership trends, route alignments, and proposed service changes.
  • Leads the development, preparation, and monitoring of the Scheduling Department's budget, goals, objectives, and operational reports.
  • Oversees projection of service hours for the Operations budget and ensures the production of accurate statistical reports for executive and departmental decision making (pay-to-platform ration, scheduled hours/miles, operator and vehicle requirements, annual service hour changes, etc.).
  • Ensures the accurate and timely distribution of scheduling information to all relevant departments, including time points for public timetables and map updates..
  • Provides direction and oversight for the entry and implementation of new or modified schedules in Trapeze, including trip-sheet distribution, payroll-related file conversions, and creation of Operator work assignments (runs, days-off, etc.) for bidding and operational use.
  • Represents the organization by presenting service changes at public meetings and other forums, as needed.
  • Oversees the identification and resolution of scheduling issues using feedback from operators, customers, supervisors, ride checks, passenger counts and field studies.
  • Provides guidance and support to bus operators and supervisors during sign-ups, ensuring clarity and efficiency in addressing scheduling-related inquires.
  • Directs long- and short-range service planning efforts, including the development of projected service hours, operator requirements, and vehicle requirements.
  • Leads the development of annual Red, White & Boom schedules, reroutes and operator assignments, coordinating with internal and external partners as necessary.
  • Oversees the development of schedules for other special services as assigned.
  • Conducts research and analysis on transit industry trends and best practices, preparing documentation to support organizational decision-making and peer benchmarking.
  • Develops operational scenarios and participates in union negotiations, providing subject-matter expertise as required.
  • Work on special projects as needed
  • Serves as a member of the Transportation Operations Leadership Team
  • Directs and provides leadership for his/her staff.
  • Hires, trains, develops, and appraises staff effectively.

  • Takes corrective action as necessary, on a timely basis, and in accordance with policy
