About The Position

At IPS, we are global leaders in developing innovative solutions for the consulting, architecture, engineering, project controls, procurement, construction management, and CQV of technically complex facilities, primarily in the life sciences industry. We have an immediate need for a Director, Regional Quality & Document Control to join our industry-leading team at our office in Cary, North Carolina. In this role, you will be responsible for establishing, leading, actively managing, and maintaining regional and project-wide quality management and document control processes for regional construction projects. You will ensure construction activities and related quality plans and documentation deliverables comply with contract requirements, IPS standards, client expectations, and applicable regulatory and industry standards. Furthermore, you will be responsible for quality management-related outcomes in providing leadership to quality and document control staff while serving as a key interface between construction, engineering, trade partners, vendors, and clients. This position plays a critical leadership role in delivering projects safely while maintaining compliance and schedule—particularly within regulated industries such as life sciences, pharmaceuticals, biotech, and advanced manufacturing.

Requirements

  • Bachelor’s degree in Engineering or a related field.
  • 15+ years of diversified engineering experience, at least 10 of which have been in a supervisory or management capacity, consisting of planning, designing, and construction of engineering projects.
  • Progressive ability, capacity, and aptitude in administration to plan, organize, supervise, and coordinate technical work, to obtain cooperation from others, and to build, equip, empower, and lead teams of IPS personnel. Analytical thinking, structured problem-solving skills, superior communication skills, team building, strong work ethic, and proactive project management competency.
  • Must be able to build rapport with department staff, trade partners, Client teams, and 3rd parties.
  • Travel as required and in person in Cary, NC office for those days not traveling.

Responsibilities

  • Lead the development and implementation of the Construction Quality Management Plan (CQMP) for projects and develop the IPS (regional) standard best practices for the same.
  • Ensure construction work complies with approved drawings, specifications, codes, and contract requirements.
  • Develop quality management processes and then actively manage the team for inspection and testing activities, including coordination with third-party inspectors, trade partners, and vendors.
  • Initiate, review, and manage Quality Observation Reports, Non-Conformance Reports (NCRs), corrective actions, and preventive actions.
  • Report in an Client-facing context on QOR’s and NCRs, status, next actions, and resolutions, and/or develop and manage project-based quality teams to deliver the same.
  • Review and finalize project-specific IPS requirements for subcontractor quality plans and then review and finalize contractor quality plans, inspection test plans (ITPs), and turnover documentation in alignment with IPS requirements.
  • Lead, manage, and take full end-to-end ownership of system walkdowns, punch list management, and driving project teams toward readiness for commissioning and qualification.
  • Promote a proactive and positive quality culture aligned with IPS project teams' interests and other deliverables, as well as client standards.
  • Be present and active in person on project sites and in the IPS local office Monday through Friday.
  • Lead the development and then manage the implementation of project document control procedures, workflows, and standards within IPS and in collaboration with subcontractors, vendors, and other parties.
  • Direct and oversee document control systems (e.g., EDMS, SharePoint, Aconex, Procore, or equivalent).
  • Ensure accurate receipt, logging, distribution, tracking, and archiving of project documents along with document control teams and team members.
  • Proactively maintain document revision control and ensure document management teams are working from current, approved documents at all times.
  • Lead, manage, and take full end-to-end ownership of the development and submission of document turnover packages, including as-builts, O&M manuals, and closeout documentation, with full ownership/responsibility of deliverables.
  • Develop, mentor, manage, and lead quality management and document control team members in alignment with IPS objectives.
  • Proactively coordinate and align with construction managers, engineers, subcontractors, and client representatives.
  • Serve as the primary point of contact and primary point of responsibility for all quality and document control matters and outcomes.
  • Provide reporting on quality metrics, document status, and project readiness both internally within IPS and externally with client teams.
  • Support audits, inspections, and client or regulatory reviews as required.
  • Facilitate team utilization with other regions and projects as required.
  • Ensure alignment with IPS quality standards, client requirements, and applicable regulatory frameworks.
  • Identify opportunities for process improvement, standardization across projects, and development of regional best practices for quality management at IPS.
  • Support lessons learned and best practice implementation.
