About The Position

This is a full-time contractual position. This position serves as the Program Management Office (PMO) Director for the CSMS and CJAMS programs. The incumbent will provide comprehensive leadership and strategic oversight for all program activities, including project management, agile coaching, stakeholder engagement, communications, and project delivery. This role is responsible for ensuring the successful execution of all program initiatives and will serve as the primary point of contact for key stakeholders.

Requirements

  • Education: A Bachelor's degree from an accredited college or university and Scrum Certification.
  • Experience: Nine years of experience to include five years of project or program management using Agile methodologies and frameworks, two years of advanced leadership experience and two years of experience managing multi-million dollar program budgets, for strategic initiatives, to include Portfolio Financial Management, Resource Capacity Planning, and Quantitative Risk Assessment.

Nice To Haves

  • Project Management Professional (PMP) or (PgMP) certification.
  • One year of experience defining and tracking Key Performance Indicators (KPIs) that align project outputs with long-term corporate strategy.
  • One year of experience establishing PMO governance.
  • One year of experience as a primary liaison between technical teams and executive leadership or external government agencies.

Responsibilities

  • Ensure effective management throughout the course of projects; employ agile and project management methodologies and tools.
  • Maintain complete list of software licenses tracker specific to these projects, and coordinate with Office of Technology for Human Services Procurement and Vendor Management to track volume, actual usage, cost, maintenance and operations options, professional services, and merge licenses from year to year and manage true-ups.
  • Provide guidance and analysis, identify, manage risks and dependencies while facilitating communication across teams.
  • Manage, monitor the tracking of budgets and balances for procurement and payment approvals and reporting thereof to department heads, internal and external stakeholders.
  • Manage, track and report communication plans, presentations and project updates.

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
