About The Position

The Director of Program Control will provide strategic leadership and oversight of the Tactical Systems program finance function, leading and developing a team of program cost professionals responsible for delivering comprehensive financial analysis, reporting, and forecasting across a portfolio of programs and projects. This role ensures effective cost management, financial integrity, and compliance with government and commercial contractual requirements, while driving consistency in financial processes, controls, and performance reporting. The Director will serve as a key business partner to program leadership, proactively identifying risks and opportunities, strengthening forecasting accuracy, and supporting informed decision-making. Additionally, this role holds enterprise-level responsibility for SOX compliance within the function and leads coordination of internal and external audits, ensuring adherence to regulatory standards and reinforcing a strong internal control environment.

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field or equivalent combination of education, training, and experience.
  • 10+ years of relevant experience required.
  • 5+ years of experience in a leadership role.
  • Ability to obtain/maintain a Secret DoD clearance, U.S. Citizenship required.

Nice To Haves

  • Extensive knowledge of FAR/DFARS and earned value management (EVM) principles a plus.
  • Advanced degree, MBA is highly desired.
  • Experience in government defense contracting or manufacturing highly preferred.
  • Experience interfacing with government audit agencies such as DCMA and DCAA.
  • Experience leading DCMA/DCAA, PWC or Deloitte, and Internal Audit surveillance reviews on Sarbanes Oxley (SOX) controls
  • Experience working with cross-functional teams

Responsibilities

  • Provide strategic leadership and organizational oversight of the Program Control function, including workforce planning, talent development, succession planning, performance management, and ensuring alignment with corporate policies, compliance standards, and business objectives.
  • Establish and oversee a robust, enterprise-wide Estimate at Completion (EAC) governance framework that ensures accuracy, timeliness, compliance, and executive-level visibility for Leadership, Program Management, and key stakeholders.
  • Design, standardize, and continuously improve scalable cost management processes and internal controls to support organizational growth, operational excellence, and financial integrity.
  • Oversee the integrity and audit-readiness of program financial data, leveraging the EAC process and related controls to support internal and external audits and regulatory requirements.
  • Drive a culture of accountability, operational rigor, and continuous improvement within the Program Control organization, ensuring high-quality deliverables, strong analytical standards, and measurable team performance.
  • Provide executive oversight to ensure all contractual financial deliverables are accurate, compliant, and submitted in accordance with customer and regulatory requirements.
  • Lead the strategic implementation, governance, and continuous enhancement of the Earned Value Management System (EVMS), including executive-level reporting, cost and schedule performance analysis, variance management, EAC review, and system reconciliations within ERP platforms such as SAP.
  • Maintain executive accountability for Sarbanes-Oxley (SOX) compliance within the function, ensuring effective documentation, internal controls, and risk mitigation practices.
