This Director role is accountable to Executive Management for leading and directing OxyChem’s Process Risk and Process Safety programs across the enterprise. The position involves setting strategic vision and goals, ensuring regulatory compliance, and providing oversight and interpretation of corporate process risk, process safety, and physical security requirements. It leads the Process Risk Management organization, mentors risk professionals, oversees audits, data analytics, budgets, and security initiatives, and represents OxyChem within key industry and trade organizations to drive continuous improvement and industry leadership. The person in this role is responsible for all Process Risk Management Department activities, making day-to-day decisions on company policies and procedures, and engaging stakeholders and Executive Management as needed. The position requires in-depth knowledge of OxyChem process risk and process safety policies, applicable OSHA/EPA regulations, and a broad range of plant-level experience to guide Plant Process Risk Professionals. Knowledge of physical security regulations (TSA, DOT, USCG, CISA) is also necessary. The role demands adaptability to change and accountability for the process risk and process safety performance of the entire organization.

Requirements

  • Bachelor's degree or higher is required
  • 10+ years relevant experience in HES&S, Process Risk or related fields
  • Excellent written, verbal, and interpersonal skills
  • Strong data analysis, problem solving and analytical skills
  • Proven record of program development and implementation
  • Exhibit ability to work with all levels of organization and external customers
  • Excellent project management skills and the ability to work as part of a team in a bottom-line driven, fast-paced environment, juggling multiple projects with changing priorities and deadlines
  • Travel (approximately 35%) is required to any OxyChem facility
  • Must be able to interface with corporate and plant level HES&S and manufacturing management
  • Must exhibit leadership qualities and possess excellent written and verbal communications skills
  • High proficiency in Microsoft applications (such as Word, Excel, PowerPoint and Outlook)
  • In-depth knowledge of OxyChem process risk and process safety policies and procedures and applicable OSHA/EPA regulations
  • Broad range of plant level experience is necessary to be able to provide sufficient guidance and direction to Plant Process Risk Professionals
  • Knowledge of applicable physical security regulations governed by TSA, DOT, USCG, CISA and how they relate to and impact OxyChem operations
  • Ability to quickly adjust to change within a dynamic organization
  • Accept accountability for the process risk and process safety performance of the entire organization

Responsibilities

  • Provide leadership to the organization in the identification, development and implementation of new directions and areas of focus to promote continuous improvement in the areas of process risk management
  • Provide technical guidance to site process risk professionals in handling plant process risk and process safety issues
  • Mentor process risk professionals assisting in their professional development and advancement within the organization
  • Maintain an awareness of new regulatory activity and assist the organization to take the necessary actions to maintain compliance
  • Participate in trade organizations and advocacy initiatives as required
  • Maintain Corporate Process Risk Management Procedures
  • Coordinate reviews of all Corporate Process Risk Management Procedures on a scheduled basis to ensure that procedures remain current
  • Identify the need for and coordinate the development of new Corporate Process Risk Management Procedures
  • Provide interpretive guidance to the organization as to the appropriate meaning and implementation of Corporate Process Risk Management Procedures
  • Maintain process risk and process safety data for the Corporation
  • Regularly report to the Corporation the status of process risk and process safety performance
  • Analyze the data to identify opportunities for improvement and assist in developing strategies and goals to attain such improvement
  • Assist in the evaluation of events to assure they are properly categorized within the Corporate system of metrics
  • Manage and ensure internal PSM/RMP compliance audits are conducted for affected OxyChem sites
  • Manage the Process Risk & Security budget consistent with the overall HES&S budget
  • Directly supervise the Chief Risk Engineer and Process Safety Management Manager positions and oversee the activities of those positions
  • Coordinate physical security activities and compliance
  • Direct plants in new security regulations, providing on-going regulatory direction/interpretation, tracking and reporting security incidents as required, coordinating regulatory visits/inspections, implementing and maintaining the Responsible Care Security Code requirements, providing advocacy input to trade organizations, and establishing and maintaining corporate OxyChem security measures
  • Coordinate with appropriate cyber, product, supply chain and transportation security
  • Represent OxyChem’s interests in Trade Organizations to provide leadership internally and externally to guide activities in these organizations to focus on areas of concern to the company and to assist the company in meeting our industry obligations
