As the Director of the Office of Broadband, you will play a pivotal leadership role in connecting Virginians to essential digital infrastructure that supports economic growth, education, healthcare, and quality of life. This is an opportunity to lead a high‑visibility statewide effort that directly advances equity, innovation, and economic opportunity. In this executive‑level role, you will serve as the Commonwealth’s foremost authority on broadband infrastructure, policy, and major state and federal funding programs. You will oversee the implementation of landmark initiatives such as the Virginia Telecommunications Initiative (VATI) and the Broadband Equity, Access, and Deployment (BEAD) Program, which shape the future of Virginia’s digital landscape. You will lead a dedicated team of professionals responsible for grant management, performance tracking, program evaluation, and operational execution. Through strategic guidance and collaborative leadership, you will cultivate a high-performing, service‑oriented division committed to achieving measurable results for Virginia’s communities. The Director will set program direction, establish robust internal controls and risk‑management frameworks, and ensure compliance with all legal and regulatory requirements. You will also serve as a key advisor to agency leadership and state policymakers, representing DHCD in legislative settings, stakeholder engagements, and statewide broadband planning efforts. Requirements

  • Knowledge of state and local government operations, along with advanced expertise in telecommunications and broadband technologies.
  • Skilled in interpreting, applying, and ensuring compliance with complex federal, state, and agency regulations, legislation, policies, and administrative requirements in a public‑sector environment.
  • Exceptional written and verbal communication skills, including the ability to prepare clear, high‑quality reports and guidance; excellent interpersonal skills to collaborate effectively with diverse stakeholders and navigate complex or sensitive matters with sound judgment, professionalism, and diplomacy.
  • Strong organizational and analytical abilities to assess administrative needs, coordinate resources, and ensure timely and accurate execution of operational activities, including division operating budget.
  • Experience in talent management through effectively leading, motivating, and directing diverse professional staff by providing strategic direction in all areas of personnel management using effective training, team building, and performance evaluation practices to empower staff and support high-quality outcomes.
  • Progressive experience with telecommunications and broadband technologies, program design, policy analysis, and development techniques, supporting informed decision-making and strategic initiatives while ensuring compliance with established standards and best practices.
  • Demonstrated experience with success in developing and implementing policies and procedures, including establishing and approving administrative processes and creating standard operating procedures that align with program requirements, enhance cross-departmental coordination, and improve overall operational efficiency.
  • Expertise in state and federal grant administration through leading and coordinating administrative and financial operations, including budget development and oversight, revenue forecasting, expense management, expenditure planning, and financial reporting, ensuring strategic alignment with program priorities and full compliance with state and federal regulatory requirements.
  • Frequent travel and a valid driver’s license are required for this role. Up to 25%.
