About The Position

This position reports directly to the Chief Program Officer and will be responsible for vacancy management, authorization of updated Individual Support Plans(ISP) to ensure timely authorizations for payment and utilization review (billing audits) to ensure regulatory compliance and the highest standards of service provision. This position requires high ethical standards and a reputation for honesty and credibility. Provides expert guidance to management team regarding addition of services through licensing and provider qualification systems, Approved Program Capacity, Vacancy management processes, and appropriate documentation for claims billing. Must possess excellent judgement with the ability to independently solve problems with little supervision. Good communication skills, organizational skills, experience in program implementation, and expertise in Microsoft applications.

Requirements

  • High School Diploma or general education degree (GED) required.
  • Must have experience working with individuals with disabilities.
  • Must have experience in Microsoft applications, data tracking and analysis.
  • Valid Driver's license with clean driving record for the past three (3) years.
  • PA State Criminal Background Check, DHS FBI and Child Abuse Clearance.
  • Obtain and maintain ODP Investigator Certification.

Nice To Haves

  • Bachelor Degree preferred.
  • Experience in EIM, HCSIS and investigations preferred.

Responsibilities

  • Coordinate organizational participation in provider qualification activities, licensed capacity, and Quality Assessment & Improvement (QA&I) monitoring in conjunction with the Department of Human Services/ Office of Developmental Programs
  • Maintain collaborative relationships with ODP representatives, Administrative Entities and Supports Coordination Units
  • Maintains current ODP certified investigator credential
  • Manage Approved Licensed Capacity processes in residential programs
  • Coordinate the addition of program locations to applicable licenses
  • Network and collaborate with Administrative Entities and Supports Coordination Units and families on referrals, admissions and discharges as needed.
  • Assist in training of staff, contractors, consultants, volunteers and interns as applicable
  • Communicate all relevant information to appropriate staff and attend management meetings to provide support and clarification.
  • Completes Billing audits and facilitates ISP billing resolution
  • Attend committees as assigned
  • Participate in Incident Management processes including Administrative Reviews, Peer Reviews, Certified Investigations, Certified Investigator (CI) forums and root causes analysis
  • Comply with all HIPAA, ODP regulations and current bulletins.
  • Comply with all applicable federal, state, local laws and regulations, policies and procedures and reports any concerns about compliance practices.
  • Work directly with residential, program and fiscal teams to facilitate admissions reviews, admission processes, discharges and maintenance of individual eligibility for billing purposes.
