About The Position

Directs the coordination of district-wide project planning and oversees project development and design, preparation of construction plans and production of right-of-way maps. Oversees district advanced transportation planning, consultant contract administration, public transportation, Gulf Intracoastal Waterway, aviation, advanced project development, transportation management systems, design and/or right-of-way programs. Reports to the District Engineer or Deputy District Engineer. Manages professional, technical and administrative employees. Work requires contact with governmental officials and the public. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Requirements

  • Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Related graduate level education may be substituted for experience on a year per year basis
  • 7 years transportation engineering, planning, design, ROW acquisition. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid US driver’s license at the time of application. This position requires driving a state vehicle.
  • Licensed Professional Engineer
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
  • Extensive knowledge of: Applicable engineering workstations and applications to support efficient planning and design activities.
  • Considerable knowledge of: Applicable plans, specifications and estimates preparation, review, processing and compliance requirements. Applicable laws, rules, and regulations.
  • Expert skill in: Establishing plans and setting objectives and goals that support overall business strategy/results, anticipating and adjusting for problems/roadblocks. Public relations for maintaining effective working relationships with individuals and groups, both internal and external. Applying engineering principles, practices, and methods in job responsibilities.
  • Proficient skill in Planning methods, techniques, and strategies. Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees. Coordinating labor, materials, and equipment. Using computers, applicable programs, applications, and systems.
  • Manages financial and personnel resources to achieve individual and organizational goals.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.

Responsibilities

  • Assists the District Engineer or Deputy District Engineer in formulating and administering policies and procedures.
  • Coordinates district right-of-way acquisition, negotiations, relocations, utility adjustments, appraisals, beautification, legal, accounting and recordkeeping.
  • Coordinates the district's consultant contract selection and administration.
  • Coordinates the preparation of the district Annual Letting Plan, the summary reports of contract letting schedules and the planning status for all district projects.
  • Coordinates transportation planning and development matters with the Area Engineers, adjacent districts and other entities.
  • Directs the implementation of an action plan for all project planning in the district and participates in the preparation of the Unified Transportation Plan and development of the Transportation Improvement Program.
  • May be responsible for the landscape program.
  • Oversees advance planning programs and all design and plan preparation for the district.
  • Oversees coordination with Regional Mobility Authority or local Metropolitan Planning Organizations to develop annual work program and long-range and short-range transportation plans.
  • Oversees data collection, analyses, forecasts and plan development.
  • Oversees district administration of state and federal grants program projects.
  • Oversees functional classification of highways and federal aid system map development.
  • Oversees the preparation and submission of Plans, Specifications and Estimates and ensures final release for contracting of projects.
  • Participates in development of budgets and monitors expenditures.
  • Plans, conducts and directs the preparation of final reports including environmental studies for public meetings and hearings for all projects in the district.
  • Prepares and secures execution of agreements and related correspondence necessary to provide for a contract letting for all project planning.
  • Recommends appropriate transportation planning and development training.
  • Represents the district at state and local levels and advises local officials and the public concerning proposed project development.
  • Performs other job responsibilities as assigned.
