About The Position

The Director of Tax Policy will initiate and drive the City’s tax policy, priorities, and legislative responses and serve as a subject matter expert for key public policies that impact tax revenue for the City of Philadelphia. This role coordinates policy activities of the Department of Revenue, including but not limited to drafting policy guidance and regulations, preparing internal policy recommendations and best practices, and training staff and the public. The Director will collaborate with the Law Department to support Revenue’s mission to collect over $5 billion a year for the City and School District.

Requirements

  • Thorough knowledge of issues and concepts of state, federal, and Philadelphia tax.
  • A communications mindset that includes strong writing skills and the ability to explain difficult subjects in plain language.
  • Applicants must be able to effectively communicate with all levels of the city.

  • Appreciation and sensitivity to diverse groups and cultural differences
  • Candidates should have a minimum of 8-10 years of relevant tax experience.

Nice To Haves

  • A CPA, Master of Science in Taxation, Accountancy, a relevant law degree, or other related master’s degree is preferred.

Responsibilities

  • Monitor and track local, state, and federal, tax policy and legal trends, including court cases, of importance to Philadelphia Revenue
  • Develop and implement short- and long-term advocacy strategies to advance proactive tax policies
  • Draft correspondence and position papers for public officials and their staff regarding issues of importance to the Department, including collaboration with policy staff to develop white papers and other materials to communicate Philadelphia’s tax policy
  • Develop policy proposals to enhance fairness, responsiveness, efficiency, and effectiveness of taxes in Philadelphia; and when appropriate, suggest operational efficiencies.
  • Assist Technical Tax Staff and other Philadelphia Departments in response to technical tax questions
  • Attend internal and external meetings, conference calls with associations, federal, state and local councils, committees and government entities. Prepare written summaries of the meetings and calls as necessary.
  • Build and maintain relationships with coalition partners and government officials
  • Work on special projects as assigned.
