About The Position

WorkSource Montgomery, Inc. (WSM) is a nonprofit organization and fiduciary agent for Workforce Innovation Opportunity Act (WIOA) funding in Montgomery County. WSM operates the American Job Centers in Wheaton and Germantown and provides employment services to county residents who are unemployed or underemployed. Additionally, WSM engages employers across the county to ensure their workforce needs are met through solutions that connect qualified talent to sustainable-wage careers. The Director of Talent Solutions & Strategic Partnerships sets the vision and leads execution for WSM's employer-facing strategy across all business services and placement functions and other business-related special projects. This role convenes employers, industry associations, education/training partners, and community-based organizations to design and deliver end-to-end talent solutions (recruitment, work-based learning, training, and direct placement) aligned to labor market demand. The Director ensures consistent employer experience, measurable outcomes, and compliance while building strategic partnerships that extend WSM's reach and impact. The Director will also work closely with the Director of the Federal Workforce Career Center (FWCC) to align employer engagement strategy with jobseeker needs across both centers.

Requirements

  • Bachelor's degree in business, public administration, workforce/economic development, or equivalent experience
  • 7-10 years leading employer-facing programs, strategic partnerships, or business development; workforce development experience preferred.
  • Access to reliable transportation is required.

Responsibilities

  • Develop and execute the Talent Solutions strategy and KPIs for employer engagement, placements, WEX/OJT/apprenticeships, and retention outcomes.
  • Provide day-to-day leadership for all business-facing teams and ensure strong integration with WSM programs.
  • Lead and participate in sector committee, board, and advisory meetings on behalf of WorkSource Montgomery (WSM), including industry sector partnership and employer advisory committees, to inform workforce strategy, align industry needs, and strengthen regional talent pipelines.
  • Work closely with the Director of the Federal Workforce Career Center to align employer engagement, recruitment, and placement strategies in support of both job seekers and employers.
  • Establish clear performance dashboards; use CRM/MWE data to drive activity, pipeline health, and outcomes.
  • Serve as executive sponsor for priority employer accounts; ensure consistent, high-quality experience across outreach, screening, referrals, and post-hire support.
  • Oversee negotiation and execution of employer agreements (e.g., WEX, OJT, customized/incumbent training), ensuring compliance and value for employers and jobseekers.
  • Establish regular feedback loops with employers and industry partners to assess satisfaction, identify emerging needs, and continuously improve talent solutions and service delivery.
  • Expand and manage WEX, OJT, apprenticeships, and other earn-and-learn models; align cohorts with in-demand occupations.
  • Partner with training providers and higher ed institutions to ensure seamless handoffs from training to placement.
  • Build and sustain partnerships with MCEDC, chambers, industry associations, MCPS, Montgomery College, unions, CBOs, and state/federal agencies to co-invest in talent pipelines.
  • Collaborate with the Director of Community Engagement to coordinate outreach and amplify WSM's value proposition across the ecosystem.
  • Ensure rigorous utilization of MWE and other tracking systems; maintain accurate, timely data for reporting and decision-making.
  • Monitor adherence to WIOA and grant requirements; align incentives, policies, and processes to drive equitable outcomes.
  • Coach, develop, and evaluate BSCs, TPCs, and other business-facing roles; set clear goals, SOPs, and quality standards.
  • Foster a culture of customer service, professionalism, equity, and accountability.
  • Maintain strong relationships with state and local workforce/economic development partners; participate in task forces and special initiatives.
  • Perform other reasonable duties as assigned.
