About The Position

The Director of Shelter & Housing Services provides strategic and operational leadership for all domestic violence shelter and housing programs, including two emergency shelters and permanent housing programs. This role oversees multi-site operations, ensures compliance with federal, state, and local funding requirements, and leads a team of supervisors responsible for delivering high-quality, trauma-informed services. The Director is accountable for program performance, budget management, staff leadership, regulatory compliance, and continuous improvement across all shelter and housing services.

Requirements

Bachelor’s degree in Social Work, Public Administration, Public Health, or related field; or equivalent experience
Minimum 5 years’ experience overseeing shelter, housing, or comparable human service program
Demonstrated experience in the effective management of HUD grants and requirements, including compliance and reporting
Minimum 5 years of supervisory experience, including supervision of managers.
Experience managing multi-program budgets and diverse funding streams.
Strong operational and systems-thinking skills.
Maintain valid Ohio driver’s license and ability to meet agency requirements for driving insurability.
Must be able to meet agency requirements for criminal background check (Ohio Bureau of Criminal Investigations and Federal Bureau of Investigations).

Responsibilities

Provide strategic and operational oversight of all shelter and housing programs across Summit and Medina Counties, including two emergency shelters and permanent housing programs for survivors of domestic violence, sexual violence, and human trafficking.
Lead and supervise program leadership staff to ensure strong accountability, consistent supervision structures, and operational alignment across sites.
Ensure programs operate efficiently, consistently, and in alignment with agency mission, strategic goals, and funding requirements.
Develop, implement, and oversee program policies, procedures, and performance standards.
Monitor and drive performance metrics, including utilization rates, length of stay, housing stability outcomes, and grant benchmarks.
Use data to assess program effectiveness, identify risks, and implement continuous improvement strategies.
Ensure timely and accurate documentation, data entry, and reporting across all funding streams.
Oversee compliance with all federal, state, and local grant requirements, including HUD-funded programs and match requirements.
Manage program budgets in partnership with executive leadership and ensure fiscal responsibility across all shelter and housing services.
Provide regular updates, strategic recommendations, and operational risk assessments to the Executive Leadership Team.
Represent the agency in select community partnerships, collaborative initiatives, and training opportunities as assigned.
Adheres to Service Excellence standards at all times
Represent Hope & Healing agencies, Battered Women’s Shelter and Rape Crisis Center, by participating in community activities, coalitions and taskforce groups as requested or assigned by supervisor.
Complies with agency policies and procedures, federal and state requirements, and educational/certification/registry requirements.
Performs other duties as assigned.
