About The Position

Director of Reporting Governance & Jurisdictional Oversight is responsible for researching, analyzing, and maintaining comprehensive information on state and jurisdictional requirements related to the reporting of human trafficking incidents involving both adults and children. This role applies independent judgement to interpret statutory frameworks and determine the applicability of reporting requirements across jurisdictions. It supports national initiatives to strengthen reporting systems by identifying statutory guidelines, mandated reporting criteria, and designated reporting entities across all U.S. states and territories. The Director will maintain an up-to-date database of reporting requirements and serve as a key liaison to state and jurisdictional contacts, establishing and sustaining professional relationships to ensure accurate and current information.

Requirements

  • Demonstrated experience analyzing statutes, regulations, and policy frameworks.
  • Strong organizational skills with experience managing structured databases or tracking systems.
  • Excellent written and verbal communication skills.
  • Ability to build and maintain professional relationships across diverse state and jurisdictional agencies.
  • Fluency in English is required
  • Required– Bachelor’s degree in Public Policy, Social Work, Criminal Justice, Law, Public Administration, or a related field (Master’s degree preferred).
  • First aid, CPR, Emergency behavior intervention
  • Required – 3–5 years of experience in policy research, child welfare, or human trafficking.

Responsibilities

  • Conduct systematic research on state statutes, regulations, administrative codes, and child welfare policies related to human trafficking reporting requirements for adults and minors.
  • Identify mandated reporting criteria, thresholds, timelines, and designated reporting entities within each state and jurisdiction.
  • Monitor legislative and policy changes and update records accordingly.
  • Synthesize findings into clear summaries and comparative analyses.
  • Design, maintain, and regularly update a centralized database of reporting guidelines and reporting entities across all states and jurisdictions.
  • Ensure accuracy, consistency, and quality control of all data entries.
  • Collaborate with internal teams to ensure reporting data aligns with programmatic, legal, and policy initiatives.
  • Support the development of guidance documents, toolkits, and technical assistance resources.
  • Participate in national working groups or collaborative forums as appropriate.
  • Generate reports and dashboards as needed for internal and external stakeholders.
  • Assist to organize and participate in local and regional meetings with community entities as assigned.
  • Plan and participate in scheduled meetings, team decisions and operations.
  • Develop and implement projects to encourage, identify, and celebrate exceptional work performance, including professional development, mechanisms for highlighting successes in real time, and recognition plans.
  • Strategize and implement plans to maximize program efficiency while maintaining a strong workforce and high service quality.
  • Establish and maintain points of contact within state agencies, including child welfare offices, human trafficking task forces, law enforcement entities, and related departments.
  • Conduct outreach to verify reporting requirements and clarify ambiguities in statutes or policies.
  • Serve as a primary liaison for state and jurisdictional inquiries related to reporting standards.
  • Frequently transverse from one area of the physical plant to another.
  • Work evenings, weekends and holidays as needed or requested by the position supervisor.
  • Implement Compass Connections safety protocols.
  • Maintain confidentiality in all areas of the service population and program operations.
  • Maintain Compass Connections professional and ethical standards of conduct outlined in the Compass Connections employee handbook including demonstrating respect for agency staff, children, and community members and complying with required dress code at all times.
