Essential Job Functions: (Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.) Works to achieve departmental goals and objectives. Monitor progress towards established goals and reports results to the Chief Transit Operations Officer. Takes corrective action to achieve goals. Ensure compliance with all applicable facility and environmental laws and regulations (local, state, and federal). Manage the interface/communication between HRT and all relevant federal, state, and local agencies and organizations on issues relating to HRT facilities including the proper maintenance and timely submission of required records and reports. Manage multi-million-dollar grant projects, including planning and design, budgets, project oversight, contracts, internal communication and coordination, and reporting requirements. Ensure that all systems are fully functional and properly maintained, including Track, Signals, Traction Power, Catenary (OCS), Train Control, and Shop Equipment. Ensure sufficient vehicles are operational, serviced, and ready to meet daily service requirements. Takes on the overall responsibility for the maintenance and repair of essential HRT rail rolling stock and associated systems equipment. This includes but is not limited to the following: Railcars, Ticket Vending Machines, Fareboxes, Rail Data Communications, Rail Operations Control Center, Radio systems, Wi-Fi and CCTV, Rail Power and Train Control Systems, Track Services, Fiber Optic network, and Operational Facilities. Evaluates and selects external consultants, contractors, and vendors based on project needs using various project procurement methodologies for companywide technical service projects. Responsible for oversight of strategic sourcing activities. Develops, implements, and maintains policies, procedures, and material control systems to reduce costs, streamline procedures, and implement solutions. Assurance of deliverance of excellence in procurement activities including spend analytics, strategy development, negotiations, and stakeholder engagement. Manages the department budget. Supports the development of annual budget plans for programs, maintenance, capital project, equipment, and goals. Adjusts expenditure priorities as necessary. Prepares and manages annual budgets and ensures that expenses are kept within established parameters. Coordinates project activities with other internal departments to ensure their needs and expectations are met with regards to project designs, maintenance, and construction requirements. Initiates necessary changes if project criteria are not being met. Ensure that each department manager has activity plans, SOPs, budgets, and test plans as required by HRT and/or local, state, or federal agencies. Verifies that all stakeholders are satisfied with safety certification requirements. Ensures that quality and safety are integrated into all aspects of their responsibilities. Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures. Maintains a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations. Other duties as assigned.

Requirements

  • Working knowledge of relevant federal, state, and local facility and environmental laws and regulations, including but not limited to FTA’s State of Good Repair requirements for facility assets.
  • Excellent presentation and interpersonal skills, both written and verbal.
  • Ability to identify, quantify, justify, and implement improvement projects.
  • Ability to work independently and transparently, exhibiting sound judgment and professionalism in all aspects of the position.
  • Ability to communicate effectively in English both orally and in writing; must clearly and fluently speak and read the English language.
  • Ability to effectively work with others in an operating and unionized environment.
  • Knowledge of Operating, Maintenance and Safety Rules and Regulations pertaining to Rail.
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  • Basic problem-solving skills associated with software applications used is expected.
  • Software usage relevant to job duties will be evaluated.
  • Software applications: Microsoft Office: Outlook, Excel, Access, Word, PowerPoint, and Project.
  • HRT’s Enterprise Asset Management (EAM) software for maintenance, and HRT’s Enterprise Resource Planning (ERP) software for finance.
  • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.
  • Ensure all employees and contractors are properly trained and understand all rules, safety policies, and procedures to perform their work functions safely.
  • Promote safety awareness by attending safety committee meetings and adhering to all safety procedures and policies.
  • Actively conduct workplace hazard analyses for all employees to maintain a safe work environment.
  • Encourage employee safety reporting program and communication of hazards to the Safety Department.
  • Responsible for the timely mitigation of all unacceptable and undesirable safety risks.
  • Accountable for safety performance within their functional area and achieving the agency’s safety goals.
  • Bachelor's Degree in Business/Management.
  • Technical Schooling and certifications
  • A minimum of fifteen (15) years of progressively responsible experience in the management of Operating and Maintenance functions in a unionized transit or transportation system.
  • A minimum of 10 (ten) years project or management and design or design management experience including budgeting, scheduling, change order implementation and contract management experience is required.
  • Design or design management experience should include train signaling, traction power, vehicle procurements, RF/Data Communications, Control Centers, and/or other Technical Systems as they apply to transit operations.
  • Must be skilled in written communication -OR- an equivalent combination of relevant education and experience.
  • Possess a valid Driver's License.
  • Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
  • This position is classified as essential personnel.
  • Must be able to pass federal government background screening process for local military installation access

Nice To Haves

  • Fifteen (15) years progressively more responsible experience, with demonstrated competence in managing engineering projects and a technical staff, particularly Rail transit Operations, is preferred.
