About The Position

The role of Director of Quality and Data is responsible for direction, coordination, and oversight of The Arc NCR’s risk management system, evaluation and outcome systems, policy formulation, continuous quality improvement initiatives, compliance, training, annual licensure, and data analysis and analytics strategy. Position Responsibilities: In a manner consistent with supporting The Arc NCR Mission Statement the Director of Quality Enhancement shall do the following: Establishes and maintains efficient and reliable mechanisms for monitoring, analyzing and reporting of quality outcomes and performance improvement initiatives, in alignment with state regulatory standards and best practices for quality improvement. Designs program improvement activities and quality assurance/outcome measures based on program goals. Develops strategies for maintaining program quality standards. Ensure data integrity, consistency, and accuracy across all reporting systems. Translate data insights into actionable plans and collaborate with departments to implement changes. Analyze program and organizational data to identify patterns, trends, and opportunities for improvement. Develop and maintain dashboards and visualizations using tools such as Excel, Tableau, or Power BI to communicate key performance indicators and trends. Lead the organization's data analytics strategy to support quality improvement and decision-making. Strong analytical skills and ability to interpret complex data sets. Utilize data for quality improvement activities, including annual satisfaction survey. Preparation and review of documents for licensing, DDA and OHCQ audits, and accreditation reviews. Maintains and promotes a person-centered orientation with both internal and external customers. Assures regulatory compliance with state and federal regulations including COMAR, HIPAA, and DDA. Coordinates and reports to the agency Standing Committee. Ensures that all departments have policies and procedures in place to ensure that people supported records are efficiently and accurately updated. Develops and ensures compliance with the DDA Quality Improvement Plan. Analyzes and tracks incident trends to prevent and/or rectify concerns and avoid problems. Oversees the Quality Enhancement department in all functions. Provides guidance, interpretation, support, training, and input on the interpretation and implementation of regulations, guidelines, company procedures, and policies. Serves as a Role model and teaches quality improvement principles, tools and techniques and person-centered orientation. Serves in a facilitating, coaching, or consultative role as needed within the leadership team. Assists in identifying new opportunities, enhancement of services and development of skills for team members. Oversees the risk management and incident reporting systems.

Requirements

  • Master’s degree in data analytics or science, public health, health services administration, business administration, or another related field, preferred. Bachelor’s degree in data analytics or science, public health, health services administration, business administration, or another related field, required.
  • (5) years of experience working with individuals with disabilities; at least (3) years of which have been in a supervisory position preferred.
  • (3-5) years of experience in policy and procedure development; knowledge of state and federal regulatory requirements and CQL/CARF accreditation requirements.
  • Expert using Microsoft Office Suite (Word, PowerPoint, Excel, Outlook, etc.), required.

Nice To Haves

  • Lean Six Sigma or other performance improvement framework training, preferred.
  • Experience using Power BI/Tableau or other data visualization tools, preferred.
  • Experience using SQL, Python, or other data tools, preferred.
