About The Position

The men and women of the Richmond County District Attorney’s office work each day in partnership with Law Enforcement and the people of Staten Island to pursue justice for victims of crime, to prevent crime in all its forms, and to promote the safety and well-being of all citizens of our Borough. This is a leadership role within the Administration Bureau. The Administration Bureau is made up of six units: Finance, Procurement, Human Capital, Information Technology, Facilities and Special Projects and Initiatives (SPI). The Administration Bureau serves as a customer service resource for the agency. As part of the Procurement team the selected candidate will serve the Director of Procurement; The Procurement team is responsible for the timely and efficient acquisition of all goods and services required by the agency in compliance with The New York City Comptroller’s Directives.

Requirements

  • A baccalaureate degree from an accredited college and four years of full-time satisfactory experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial, or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience which is equivalent to "1" above. However, all candidates must have at least eighteen months of experience in administrative, managerial, executive or supervisory experience described in “1” above.
  • Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Responsibilities

  • Procurement Team Management: Oversee procurement staff in daily activities involving major procurement and contracting functions and in specification for services, and negotiations of prices and terms with vendors, contractors, and suppliers.
  • Contract Specifications Approval: Review and approve contract specifications before advertising, to ensure conformity to the RCDA’s requirements and federal/state/city mandates; Supervise the review of specifications by users to determine the most cost-effective way of obtaining the required items.
  • Contract Management: Approve recommendations for contract awards, modifications, emergency purchases and extensions of time on contract, confer with, consult, and advise department heads on problems relating to the procurement of goods, services and construction.
  • Internal Policy Development and Process Improvements Consults with and advises the Chief Agency Contracting Office and other RCDA leaders on purchasing policies and procedures; recommending process changes when needed to improve transparency and efficiency.
  • Procurement Policy Compliance: Review work of subordinates for effectiveness, efficiency and compliance with established rules and guidelines. Enforce and monitor the agency’s compliance with the Rules of the Procurement Policy Board, Mayoral policies and procedures and procurement-related laws.
  • Special Projects: Other Duties as assigned.
