About The Position

The University of Arkansas Grantham is looking for a Director of Procurement to join our team in Little Rock, AR. Candidates must live and work full-time in the area. POSITION DESCRIPTION: The Director of Procurement is responsible for managing and facilitating the procurement functions of the university. The director will work collaboratively with university personnel to develop, recommend, and implement policies, practices, and procedures for the procurement operations in accordance with federal, state, and university regulations and policies. This position is mostly remote but does require in-person attendance to represent the university at various training and/or APO-related duties in Little Rock, AR.

Requirements

  • An earned bachelor's degree from an accredited college or university, required
  • Government purchasing or contract experience, required
  • Minimum of five (5) years of progressive work experience managing procurement functions in a university or government entity with no less than three years of negotiation experience preferred
  • Experience and knowledge of state procurement laws, rules, policies and procedures sufficient to interpret, apply and communicate them
  • Experience with principles and techniques of public acquisition sufficient to prepare contracts, write specifications, evaluate and research products
  • Ability to formulate and interpret policies and procedures related to procurement
  • Strong interpersonal and communication skills, both verbal and written
  • Able to read, analyze, and interpret common journals and legal documents.
  • Able to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Able to effectively present information to executive management, faculty, staff, and/or students.
  • Able to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Able to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to present facts to faculty for departmental response.
  • Able to deal with a variety of information presented in oral or written formats.
  • Able to deal with non-verbal behavior in assisting with problem resolution.
  • Frequently required to use hand to finger, handle, or feel (including the use of computer keyboards) and talk or hear (including the use of a telephone and computer).
  • Occasionally required to walk, stand, and make presentations
  • Specific vision abilities include close vision and distance vision

Responsibilities

  • Procurement Management: • Develop, review, and administer university procurement and travel policies
  • Facilitate procurement transactions in Workday
  • Assist departments in preparing specifications for major procurement projects, including issuing bids - IFBs, RFPs, RFQs, RFIs
  • Coordinate with vendors concerning new products, procurement policies and evaluate vendor performance
  • Administer P-Card program
  • Assist with preparation of procurement-related finance reports
  • Maintain efficient procurement records, ensuring completeness, compliance, and sufficient public access
  • Other duties as assigned
  • Serve as Agency Procurement Official (APO): • Upholds APO rights and responsibilities delegated by the State Procurement Director of the Arkansas Department of Transformation and Shared Services (TSS)
  • Maintain close relationship with other Arkansas Agency Procurement Officials (APOs) to enhance and encourage exchange of information and knowledge.
  • Advises university leadership and support units in procurement-related engagements
  • Coordinate training with university leadership to keep staff abreast of state and agency/university procurement procedures.
  • Continuous Learning and Development • Continuously update skills and knowledge through required training
  • Maintain working knowledge of Workday business process by staying abreast of Workday enhancements
  • Actively participate in UA System Workday enhancement working group meetings
  • Seek feedback and opportunities for growth to enhance expertise and effectiveness
