About The Position

The Director of Performance Management will play a pivotal role in enhancing the agency's overall effectiveness and efficiency. This individual will be responsible for identifying performance improvement areas, formulating recommendations, and overseeing the implementation of necessary changes. Additionally, the Director will lead various performance improvement projects assigned by the Executive Deputy Auditor, focusing on analyzing and resolving performance deficiencies. This role will work closely with the Senior Deputy State Auditor, First Deputy State Auditor, Audit Directors, and senior staff, with wide latitude for developing and implementing critical evaluation projects designed to improve agency service delivery. Please note that this position requires 5 days in the office and does not qualify for remote work.

Requirements

  • A bachelor’s degree in business, public administration or a related field
  • Familiarity with the structure and function of Massachusetts state government; experience working with the state legislature and other state government entities is a plus
  • A record as a proven leader with the ability to affect change and influence organizational priorities while fostering teamwork and promoting professionalism during a time of transition
  • Strong writing, communications and analytical skills
  • Superior leadership, interpersonal and negotiating skills with the ability to work with staff at all levels
  • We require that all applicants have a valid Massachusetts driver's license and that they maintain a safe driving record.

  • Skills and experience most commonly associated with the achievement of a Master’s degree in public administration with work experience in the 10-year range.

Responsibilities

  • Plan, organize, and execute performance improvement activities and work.
  • Identify learning needs within the agency to enhance staff performance.
  • Collaborate with leaders, managers, and staff to gather insights, perspectives, and feedback on performance issues and improvement opportunities, including new services, methods, or procedures.
  • Facilitates executive review of organizational performance to identify course corrections or necessary strategy adjustments.
  • Recommend organizational and/or workflow changes that strategically add value.
  • Lead and guide teams through the process of change, ensuring smooth transitions and buy-in from all stakeholders.
  • Formulate actionable recommendations based on performance assessments, presenting them to the appropriate agency leadership for approval.
  • Develop, monitor, and report on key performance indicators.
  • Act as a collector and filter for new ideas within the organization and present them to agency leadership. Advance those ideas, as directed, to improve organizational performance.
  • Create opportunities for employee engagement at all levels around performance improvement, impacts of performance-related changes, and individual employee responsibilities.
  • Work closely with functional units responsible for planning and budgeting, human resource alignment, and knowledge management to ensure alignment with organizational strategies.
  • Coordinate with departments to establish data strategies and indicators to make data understandable and actionable to improve the routine use, application, and analysis of data to solve problems and monitor performance.
  • Direct activities and operations as assigned by the agency leadership.
  • Improve service quality, reducing cost and timelines to conduct work.
  • Monitor and report on the performance of all parts of the organization, including by providing guidance to senior management and others.
  • Performance reporting.
  • Lead in statistical research and agency performance evaluation within the OSA.
  • Perform other related duties as assigned.
  • Develop and manage systems for evaluation and reporting on the agency's performance in delivering services.
  • Oversee the efforts of staff regarding regular data collection
  • Ensure and document the reliability of statistical information used in performance management and improvement.
  • Evaluate and identify issues related to the effective delivery of services.
  • Develop and continually revise and enhance the selection of key agency performance indicators and set numeric targets.
  • Ensure timely and helpful distribution of critical information to senior staff and maintain a high level of accuracy, transparency, ethics, and accountability in public performance reporting.
  • Provide direct support on select engagements and oversee special projects as necessary.
  • Drive the flow of timely, accurate, and relevant information needed for efficient decision-making and the achievement of initiative outcomes by improving the underlying systems used for indicator reporting and management reporting, issue escalation and triage, and project intervention.
  • Improve the systems, technological and otherwise, used to monitor projects and other performance.
  • Foster a culture of transparency, accountability, collaboration, and continuous learning within the agency.
  • Identify and develop potential synergies and cross-capabilities between the performance management unit and other units within the agency, leveraging those to build and push for approaches that best address the most critical needs.
  • Build and maintain relationships with key external stakeholders.
