About The Position

The Director of Operations at City Rise Safety is a senior management role responsible for overseeing and managing all aspects of traffic control operations across City Rise operating companies in Southern California. This position involves strategic planning, implementation, and execution of Operations initiatives to ensure safe and compliant traffic control services, as well as strategic execution of routing, scheduling, recruiting, and training of traffic control employees. The Director will lead a team of Operations Managers and Field Personnel in a growing, high-impact market, ensuring that City Rise adhere to all traffic control safety regulations while maintaining efficiency, and the highest standards of service quality. This person will report to all SoCal City Rise locations. This position requires extensive experience in traffic control management and safety protocols, along with strong leadership skills and a commitment to maintaining operational excellence in a high-stakes, dynamic environment. The Director of Operations will play a critical role in expanding City Rise Safety’s reputation as an industry leader in providing innovative and reliable traffic control solutions.

Requirements

  • Education: Bachelor’s degree in Business Management or a related field preferred.
  • Minimum of 5 years in senior management role, with at least 10 direct reports.
  • Minimum of 4 years in traffic control operations management with industry-relevant or equivalent experience.
  • Proven experience leading a team of managers or supervisors.
  • Experience in managing P&L and leveraging financial metrics to control operational costs.
  • Experience assessing and implementing training materials.
  • Provided strategic leadership for high-volume recruitment initiatives in fast-paced environments
  • Strong leadership abilities, with a focus on employee motivation and team performance.
  • Excellent analytical skills and ability to make data-driven decisions.
  • In-depth knowledge of state and federal regulations, including Occupational Health and Safety/Cal OSHA, Department of Transportation, and Department of Industrial Relations.
  • Exceptional customer service skills, with the ability to communicate effectively (both written and verbal) and resolve customer concerns.
  • Problem-solving mindset, with a strong customer-first approach.
  • Highly organized, self-motivated, and capable of working independently or within a team.
  • Dependable, trustworthy, and able to make sound decisions.
  • Valid CDL with a clean driving record required.
  • Strong computer proficiency, particularly with Microsoft Office Suite (Excel, Word, PowerPoint, Microsoft Forms).
  • Ability to operate medium-duty trucks and tow trailers/equipment as needed.
  • Willingness to travel throughout California as necessary.
  • Ability to work in a metric-driven, process-oriented environment.

Nice To Haves

  • ATSSA Certified Flagger, TCT, TCS, FIT certifications preferred.
  • Experience with Salesforce.
  • Bilingual (English/Spanish) is a plus but not required.

Responsibilities

  • Dispatch Management: Oversee and manage the timely and accurate dispatch of traffic control teams, ensuring that all personnel, equipment, and materials are deployed effectively to meet project needs.
  • Scheduling Efficiency: Coordinate and optimize scheduling to ensure appropriate staffing levels, and to maximize operational efficiency.
  • Field Operations: Ensure that all traffic control services are implemented in strict compliance with safety regulations and City Rise best practices, prioritizing the safety of workers, the public, and all stakeholders.
  • Performance Management: Continuously monitor the performance of traffic control operations, scheduling and dispatch, and field operations, identifying areas for improvement, implementing corrective actions, and ensuring that performance stays on track in terms of safety, quality, training, and efficiency.
  • Training: Work closely with the training department to ensure that ongoing training, certification, and skills development are provided to all team members, keeping them up to date with the latest traffic control technical standards, general operations standards, as well as ensuring soft skill development for all.
  • Coaching and Development: Provide regular coaching and mentorship to all Operation’s personnel, promoting a culture of safety, excellence, and continuous improvement. Conduct performance evaluations and assist in career development planning for team members.
  • Customer Service Management: Ensure all aspects of Operations meet client expectations, both internally and externally. Handle inquiries, address concerns, and resolve issues in a timely and professional manner.
  • High-Level Management & Strategic Oversight: Setting goals, developing standard operating procedures, monitoring key performance indicators (KPIs), and ensuring alignment with City Rise’s strategic objectives. Contribute to long-term planning, budgeting, and resource allocation to support organizational growth.
  • Stakeholder Collaboration: Develop and maintain strong relationships with customers, unions, agencies, and other key stakeholders to ensure smooth operations and compliance.
  • Risk Management and Safety Compliance: Continuously assess and mitigate potential risks in traffic control operations, ensuring compliance with safety standards and regulatory requirements. Take proactive steps to prevent accidents and maintain a safe working environment.
  • Operational Costs: Oversee the financial performance of Operations, including budgeting, forecasting, and monitoring. Manage payroll efficiency, including overtime, while identifying opportunities for cost savings. Provide coaching and contribute to the company’s profitability through effective resource management and strategic planning.
  • Recruitment Initiatives: Lead recruitment efforts to build and maintain a high-performing traffic control team. Develop strategies to attract, assess, and hire skilled traffic control personnel, supervisors, and managers, ensuring that staffing levels meet operational demands and company growth objectives.
  • Asset Management: Assist in overseeing the management and maintenance of traffic control equipment and assets, ensuring that all resources are in good working condition, efficiently allocated, and tracked. Implement strategies for the long-term care, replacement, and optimization of assets to support operational needs and reduce costs.
  • Other Duties as Assigned.
