About The Position

The work involves directing the delivery of nursing services in the Ambulatory Services Department (outpatient clinics) at the Erie County Medical Center Corporation. The incumbent oversees the activities of nursing and ancillary personnel, develops and implements policies, procedures and staffing plans, and evaluates the nursing practice and departmental operations. In the absence of the Vice President/Assistant Vice President of Ambulatory Services, the incumbent is responsible for the administrative functions of the department. Work is performed under the general direction of the Vice President/Assistant Vice President of Ambulatory Services. Supervision is exercised over lower-level professional, paraprofessional, clerical and support staff. Does related work as required.

Requirements

  • Possession of a Master's Degree in Nursing, Healthcare Administration or closely related field and three (3) years of administrative or supervisory registered professional nursing experience, of which two (2) years were in an ambulatory services setting; or:
  • Possession of a Bachelor's Degree in Nursing, Healthcare Administration or closely related field and five (5) years of administrative or supervisory registered professional nursing experience, of which two (2) years were in an ambulatory services setting; or:
  • An equivalent combination of training and experience as defined by the limits of (A) and (B).
  • Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment.

Responsibilities

  • Directs the nursing service for Ambulatory Services as performed by lower-level professional nursing staff, registered nursing staff and ancillary staff
  • Develops and implements staffing plans; evaluates appropriate staffing levels, selects personnel for employment and promotion and identifies learning needs of staff; participates in staff education and monitors staff participation in educational programs
  • Develops and implements policies and procedures for nursing services in the Ambulatory Services Department; assists in the development and implementation of policies and procedures for departmental operations
  • Provides recommendations for developing and implementing new and amended services and programs
  • Oversees the patient experience and engages staff in promoting positive patient outcomes and satisfaction
  • Monitors performance of the nursing services for applicable laws, rules, regulations, accreditation standards, policies and procedures; develops and implements appropriate corrective actions regarding non-compliance with policies, procedures and standards
  • Assists in monitoring the financial performance of Ambulatory Services including, but not limited to: identifying cost, revenue and profit, evaluating charge structures, determining payor mix, and developing strategic plans for improving and growth of service lines; develops and implements appropriate corrective actions
  • Facilitates case reviews and root cause analysis for critical incidents; participates in labor relations meetings, grievances and arbitrations
  • Develops employee performance goals, evaluates employee performance, determines individual merit, incentive and/or promotional increases
  • Develops and determines work priorities and monitors status of special projects on an ongoing basis
  • Identifies overall patient/client service needs across service lines and develops clinical quality programs to meet those needs; ensures delivery of quality clinical services for outpatients
  • Develops and maintains ongoing and effective communication with medical and licensed staff, applicable ECMCC staff and external medical professionals
  • Develops and maintains relationships with community agencies, community groups, professional affiliations, etc.
  • Participates in and may organize meetings, committees, conferences, trainings, etc.
  • Promotes and participates in research studies
