About The Position

The Director, Maintenance of Way Engineering oversees the MOW Engineering department and provides technical support and engineering services for the Agency. This role is responsible for quality control and assurance, planning for capital projects, and monitoring and managing all project and contract documentation.

Requirements

  • Comprehensive knowledge of multi-discipline design and construction scheduling, budgeting, estimating, and claims analysis principles.
  • Extensive knowledge of engineering principles related to facilities, rail structures, track, traction power, signals, and communication systems.
  • Strong expertise in engineering design and construction project management.
  • Knowledge of applicable federal, state, and local government regulations.
  • Experience with structural design and construction activities.
  • Demonstrated management skills for leading a technical/professional workforce.
  • Ability to work under pressure and prioritize information and tasks effectively.
  • Ability to establish policies and procedures and develop monitoring and control mechanisms.
  • Knowledge of rail operations.
  • Excellent oral and written communication skills.
  • Ability to interact effectively with Metro management, consultants, and external contractors or service providers.
  • BS Degree Required
  • 10 years
  • Minimum of (10) ten years related professional experience to include bridge inspection; minimum of (5) five years of leadership experience.
  • Completion of a comprehensive Bridge Inspector Training Manual course. Professional Engineer (PE) licensing in MO and IL required.

Responsibilities

  • Oversees all aspects of structure inspection projects, including inspection schedules, consultant and contractor activities, asset data management, and reporting to the Transit Asset Management (TAM) program.
  • Directs Maintenance of Way (MOW) engineering services, including project, contract, and permit management; engineering resource allocation; development of standards and procedures; maintenance management tools; and Capital Budget Requests (CBRs).
  • Assists in establishing short- and long-range strategic capital project plans.
  • Communicates organizational goals clearly, maintains effective relationships at all levels, and coordinates with external organizations and stakeholders.
  • Develops and maintains budgets, cost controls, and schedule procedures for MOW engineering capital projects, facilitates capital projects, consultant activities, and service maintenance contracts.
  • Advises agency management and executive staff on work activities and resolves issues impacting capital project and inspection schedules.
  • Ensures compliance with all applicable Federal Transit Administration (FTA) policies, rules, regulations, and laws; stays current with legal and regulatory developments.
  • Oversees development and maintenance of MOW design criteria, standard drawings, standard operating procedures, and Configuration Change Board (CCB) documentation.
  • Directs systems for monitoring contractor compliance, progress payments, insurance reconciliation, and production of required project reports.
  • Ensures proper maintenance, storage, and retrieval of all contract documents and related correspondence.
  • Plans and manages resources efficiently, prepares accurate budgets, monitors expenditures, and ensures economical procurement of equipment.
  • Coordinates project plans and schedules across organizational units, reports delays or problems promptly, and ensures activities align with organizational goals.
  • Interfaces with federal, state, and local government and utility officials to provide information and obtain authorizations, permits, or variances.
  • Provides internal and external customer service for all personnel, contractors, and Metro departments interacting with the Agency.
  • Manages and mentors staff responsible for carrying out these activities.
