About The Position

Under the supervision of the Executive Director, the Director of Licensing and Investigations provides direction and oversight to the Pokagon Band Gaming Commission Licensing and Investigations Department and examines, evaluates, and approves licensing applications, background investigations of vendors and employees of Four Winds Casinos, conducts investigations for all Level 1 license applications and renewals, Gaming Establishment licenses and renewals, and Liquor License applications and renewals and other investigative reports. The position is also the Gaming Commission designated Local Agency Security Officer (LASO) and the Gaming Commission primary Records Management Officer.

Requirements

  • Ability to maintain strict confidentiality.
  • Bachelor’s degree is required.
  • Two (2) years of experience in a management/supervisor role or demonstrated leadership experience such as project leadership, team coordination, mentoring, or leading cross-functional initiatives may be considered in lieu of formal people-management or supervisory experience.
  • Excellent interpersonal skills and ability to work effectively with people and function in a team environment.
  • Excellent organizational skills.
  • Must adhere to the Commission policy prohibiting Commission employees from gambling or playing at Four Winds Casino or any licensed game or gaming device under the jurisdiction of the Pokagon Band Gaming commission.
  • Must be able to handle requests in an empathetic and professional manner.
  • Must be at least 21 years of age.
  • Must be willing to promote goals and philosophies of the Pokagon Band of Potawatomi Indians.
  • Must be willing to work flexible hours and weekends.
  • Must be willing to work in any of the Four Winds Casino properties.
  • Must have a valid driver’s license and be able to meet the minimum requirements regarding driving record to utilize commission vehicles.
  • Strong delivery of positive service and good communication skills, both oral and written.
  • Submit to and successfully pass a background investigation.
  • Submit to and successfully pass drug testing as required by the Commission.
  • The ability to prioritize workloads.

Nice To Haves

  • Four (4) years of related professional experience interpreting, analyzing, and applying regulatory requirements is highly preferred.

Responsibilities

  • Analyze and conduct background investigations, financial data, criminal history and other information to determine the eligibility of an applicant for issuance of a license.
  • Analyze investigative reports of patron activity and provide recommendations to Executive Director of patrons to be added to the list of Involuntary Excluded patrons.
  • Conduct licensing, investigation, and regulatory compliance processes for liquor licenses and gaming establishment licenses to make recommendations to the Gaming Commission to protect the integrity of regulated gaming and alcohol operations.
  • Analyze investigative reports of violations of the Gaming Regulatory Act, the Gaming Regulations, the Liquor Control Codes, the Liquor Regulations, the Indian Gaming Regulatory Act, National Indian Gaming Commission Minimum Internal Control Standards, Tribal-State Compacts(s), and other applicable laws and governing documents. Approve or deny licensing applications.
  • Assess casino compliance with all licensing standards against Gaming Regulations, Gaming Regulatory Act, the Tribal-State Compact, and another applicable laws, regulations, and policies.
  • Complete performance appraisals for direct reports in a timely manner.
  • Consults with applicants as necessary concerning the requirements for filing a licensing application.
  • Direct and supervise the Licensing and Investigations staff.
  • Serve as the Gaming Commission’s Local Agency Security Officer (LASO) and ensure compliance with all CJIS and FBI requirements.
  • Ensure Licensing and Investigations staff paperwork is adequately documented, and applicant evidence is sufficient.
  • Establish, implement, and evaluate the effectiveness of Licensing and Investigations Department policies and procedures.
  • Serve as the Gaming Commission’s primary Records Management Officer, ensuring that all records are managed and maintained in accordance with applicable laws, as well as Commission policies and procedures.
  • Prepare supporting documentation for Commission hearings.
  • Prepare vendor lists, reports, and all applicable correspondence.
  • Provide training to the Licensing and Investigations staff, as needed.
  • Recruit and retain qualified Licensing and Investigations staff.
  • Produce written documents with clearly organized thoughts, using proper sentence constructions, punctuation, and grammar in a timely manner.
  • Serve as liaison between the Commission and representatives of the Tribal Police and other appropriate law enforcement officials.
  • Stay current on investigative techniques, principles and practices.
  • Testify during Commission hearings or civil proceedings on a regular basis.
  • Perform other duties as assigned.
